The Board of Cooperative Educational Services will present its tentative administrative, capital and program budgets for 2026- 2027 to the trustees and members of the boards of education of component school districts in attendance at such annual meeting, for their review. The following are summaries of the tentative administrative, capital and program budgets. The amounts stated are based on current estimates and may be subject to change. Attendees rose for, and recited, the Pledge of Allegiance. INTRODUCTION OF 1C | Ms. Shea announced the two candidates for two vacancies on the BOCES Board, for CANDIDATES three-year terms, commencing July 1, 2025 and expiring June 30, 2028; Tina Mackay, representing Putnam Valley CSD and Frank Schnecker, representing Ossining UFSD. ELECTION OF 1D | Ms. Shea called for a nomination for the Annual Meeting Chairperson. Mrs. Lilburne CHAIRPERSON nominated Richard Kreps, Mr. Schnecker seconded. Being no other nominations, Ms. Mackay moved to close the nominations, seconded by Mr. Haber. Motion carried 6 ayes — 0 nos. The nomination was put to a vote. Richard Kreps was elected Annual Meeting Chairperson. Motion carried 6 ayes - 0 nos. INTRODUCTION OF 1E | Mr. Kreps welcomed everyone and introduced the BOCES Board Members — Catherine BOCES BOARD Lilburne, Tina Mackay, Neal Haber, James Ryan, Frank Schnecker and Michael Simpkins. LETTER FROM NYSED _1F ; . : = COMMISSIONER Mr. Kreps read the Annual Meeting letter, sent by NYSED Commissioner Dr. Betty Rosa. OVERVIEW OF 1G} Mr. Kreps invited Mr. Clamser to present an overview of the 2025-2026 Proposed Budget. 2025-2026 BUDGET He reviewed the budget development timeline, which began in September with an initial presentation to the Board. He offered a five-year history of purchased services, revenue, expenses, surplus and capital budget transfers. He noted the average 2025-2026 budget to budget service rate increase of 1.64%, well below the 2% tax levy growth factor. He highlighted the administrative budget percentage increases. The 2025-2026 proposed administrative budget of $12,136,000 represents an increase of 4.66%, representing a 1.92% total district share increase. Mr. Clamser thanked the Board, the administrators and his Business Office colleagues for their efforts. CLOSING REMARKS 1H | On behalf of the Board, Mr. Kreps thanked the Administrators and their staff for their commitment, as well as District Superintendent Neil Boyle, for his leadership and service to PNW BOCES. Mr. Kreps noted April 22™ as the date Component Districts will meet to vote on the BOCES 2025-2026 Administrative Budget and elect BOCES Board Members. ADJOURNMENT 1] | At 6:26pm, Ms. Mackay moved, and Dr. Ryan seconded, that the meeting be adjourned. All members present voted aye. Motion carried 6 ayes - 0 nos.
