New Business Subject 2.1 2026-2027 Notice of Annual Meeting and Budget Hearing Type Action Recommended Action RESOLVED: That the Board of Education hereby approves the 2026-2027 Notice of Annual Meeting and Budget Hearing as presented. CROTON-HARMON UNION FREE SCHOOL DISTRICT NOTICE OF ANNUAL MEETING AND BUDGET HEARING TOWNS OF CORTLANDT AND YORKTOWN COUNTY OF WESTCHESTER, NEW YORK NOTICE IS HEREBY GIVEN, that a public hearing on the proposed 2026-2027 Budget for the Croton-Harmon Union Free School District will be held in the Croton-Harmon High School, located at 36 Old Post Road South, Croton-on-Hudson, New York, in said District on May 7, 2026, at 7:30 p.m. prevailing time, for the presentation of the budget document. AND FURTHER NOTICE IS HEREBY GIVEN, that the vote on the Budget and Election of Board Members will be held on May 19, 2026 between the hours of 6:00 a.m. and 9:00 p.m., prevailing time, in the Croton-Harmon High School, at which time the polls will be opened to vote by voting machine upon the following items: 1.            The annual budget of the School District for the fiscal year 2026-2027, and to authorize the amount thereof to be raised by taxation on the taxable property of the District. 2.            The Croton Free Library tax levy in the amount of $1,526,158. 3.            The election of three (3) members of the Board of Education each for three-year (3) terms commencing July 1, 2026 and expiring on June 30, 2029. 4.            The following propositions: VEHICLE PROPOSITION YES                                                                                                    NO RESOLVED: That the Board of Education of Croton-Harmon Union Free School District, in the County of Westchester, New York, is hereby authorized to purchase (a) one approximately 66 passenger diesel school bus, at the estimated cost of $198,000, (b) one approximately 20 to 30 passenger gas/diesel powered bus, at the estimated cost of $115,000, and (c) one SUV hybrid vehicle, at the estimated cost of $67,000; such estimated costs aggregating the total estimated cost of $380,000; provided the individual estimated costs as set forth herein may be reallocated if the Board of Education shall determine that such reallocation is in the best interests of the District; and such aggregate $380,000 cost to be funded from current appropriations available within the 2025-2026 general fund to pay for such vehicles, said amount to be transferred to the capital fund to effectuate said purchases. REPAIR RESERVE FUND PROPOSITION YES                                                                                                    NO RESOLVED: That the Board of Education of Croton-Harmon Union Free School District is hereby authorized to deposit in the District’s existing Repair Reserve Fund an amount not to exceed $300,000 from the 2025-2026 unassigned fund balance, which deposited sum can be used in compliance with certain procedures for repairs of capital improvements or equipment that are not the type of repairs to recur annually or at shorter intervals. 5.        To vote on such other business that may come before the meeting. AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2026-2027, exclusive of public monies, may be obtained by any resident of the District between the hours of 8:00 a.m. and 3:30 p.m. beginning May 5, 2026, except Saturday, Sunday or holidays, at the District Office, 10 Gerstein Street, Croton-on-Hudson, New York, and at each of the following school buildings: ·               Carrie E. Tompkins Elementary School, 8 Gerstein Street, Croton-on-Hudson, N.Y. ·               Pierre Van Cortlandt Middle School, 3 Glen Place, Croton-on-Hudson, N.Y. ·               Croton-Harmon High School, 36 Old Post Road South, Croton-on-Hudson, N.Y. PLEASE TAKE FURTHER NOTICE, a Real Property Tax Exemption Report prepared in accordance with Section 495 of the Real Property Tax Law will be annexed to any tentative/preliminary budget, as well as the final adopted budget of which it will form a part; and shall be posted on District bulletin board(s) maintained for public notices, as well as on the District’s website. AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the Clerk of said School District at the District Office, not later than 5:00 p.m. on April 20, 2026.  Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated; must be directed to the Clerk of the District; must be signed by at least thirty-eight (38) qualified voters of the District; must state the name and residence of each signer, and must state the name and residence of the candidate. AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee or early mail ballots must be received by the District Clerk no earlier than thirty (30) days before the Annual Election. Applications for absentee or early mail ballots may be obtained during school business hours from the District Clerk beginning April 20, 2026. An application must be received by the District Clerk at least seven (7) days before the Annual Election if the ballot is to be mailed to the voter, or the day before the Annual Budget Vote/Election if the ballot is to be delivered personally to the voter or his/her designated agent. Upon receiving a timely application for a mailed early mail or absentee ballot, the District Clerk will mail the ballot to the address designated on the application by no later than six (6) days before the Annual Election. Absentee and early mail ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on May 19, 2026. A list of persons to whom absentee and early mail ballots are issued will be available for inspection to qualified voters of the District in the District Clerk’s Office on school days beginning on May 14, 2026, between the hours of 8:00 a.m. and 4:00 p.m., and on Saturday, May 16, 2026 from 8:30 a.m.-12:30 p.m. prior to the day set for the annual election, as well as at the polling place during the annual election. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefore known to the Inspector of Election before the close of the polls. AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required pursuant to Section 2014 of the Education Law. If a voter has heretofore registered pursuant to Section 2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, the individual is eligible to vote at this election; if a voter is registered and eligible to vote in General Elections under Article 5 of the Election Law, the voter is also eligible to vote at this election. All other persons who wish to vote must register. The Board of Registration will meet for the purpose of registering all qualified voters of the District pursuant to Section 2014 of the Education Law at the District Office on Tuesday, April 21, 2026, between the hours of 4:00 p.m. and 7:00 p.m. to add any additional names to the register to be used at the aforesaid election, at which time any person will be entitled to have their name placed on such Register, provided that at such meeting of the Board of Registration the person is known or proven to the satisfaction of said Board of Registration to be then or thereafter entitled to vote at such election for which the register is prepared. The register so prepared pursuant to Section 2014 of the Education Law will be filed in the Office of the Clerk of the School District at the District Office, and will be open for inspection by any qualified voter of the District on school days beginning on May 14, 2026, between the hours of 8:00 a.m. and 4:00 p.m., prevailing time, and on Saturday, May 16, 2026 from 8:30 a.m.-12:30 p.m. up to and including the day set for the election except Sunday. AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are not currently registered may apply to register as a qualified voter of the school district. Military voters who are qualified voters of the school district may submit an application for a military ballot. Military voters may designate a preference to receive a military voter registration, military ballot application or military ballot by mail, facsimile transmission or electronic mail in their request for such registration, ballot application or ballot. Military voter registration application forms must be received in the Office of the District Clerk no later than 5:00 p.m. on April 20, 2026, the last business day before the school district’s board of registration’s meeting to prepare the school district register. Such registration application shall be considered by the board of registration at its meeting to prepare the register of voters for such annual meeting and election. Any military voter shall be entitled to have their name placed upon such register, provided, that at such meeting of the board of registration, the individual is known or proven to the satisfaction of such board of registration, to be then or thereafter entitled to military voter status at the annual meeting and election for which such register is prepared. AND NOTICE IS HEREBY GIVEN, that Military ballot applications must be received in the Office of the District Clerk by mail or in person by no later than 5:00 p.m. on April 23, 2026. No military ballot will be canvassed unless it is returned by mail or in person and (1) received in the Office of the District Clerk before the close of the polls on election day and showing a cancellation mark of the United States postal service or a foreign country’s postal service, or showing a dated endorsement of receipt by another agency of the United States government; or (2) received by the Office of the District Clerk by no later than 5:00 p.m. on election day and signed and dated by the military voter and one witness thereto, with a date which is associated be not later than the day before the election. A list of all persons to whom military ballots are issued will be available in the office of the Clerk of the School District at the District Office, and will be open for inspection by any qualified voter of the District on schools beginning on May 14, 2026, between the hours of 8:00 a.m. and 4:00 p.m., prevailing time, and on Saturday, May 16, 2026 from 8:30 a.m. – 12:30 p.m. up to and including the day set for the election, except Sunday. AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a Policy adopted by the Board of Education in accordance with Sections 2035 and 2008 of the Education law, any referenda or propositions to be submitted for voting at said election, which is not required by law to be published in the official notice in the call of the public hearing must be filed with the Board of Education at the District office, 10 Gerstein Street, Croton-on-Hudson, New York, on or before April 20, 2026, at 5:00 p.m. prevailing time; must be typed or printed in the English language; must be directed to the Clerk of the School District; must be signed by at least ninety-four (94) voters of the District; and must state the name of each signer. However, the School Board will not entertain any petition to place before the voters a proposition which is not within the power of the voters, or any proposition which fails to include a specific appropriation where the expenditures of monies is required by the proposition.
