Hudson Valley: 156 Route 59, Suite C6, Suffern, NY 10901  845.368.1472 Long Island: 70 Maxess Road, Melville, NY 11747  631.427.5665 MEMORANDUM TO: Mayor Pugh and Member of the Village Board of Trustees FROM: Valerie Monastra, AICP SUBJECT: Grants DATE: June 13, 2025 CC: Projects for Current Grant Funding Programs The competitive New York State Consolidated Funding Application (CFA) grants are now available and must be submitted on July 31, 2025. Additionally, there are other sources of funding, including County and State, that will be available this summer and fall. In consultation with the Village Manger as well as the review of the Village of Croton-on-Hudson’s Departmental Capital requests, and other priority projects identified by the Village Board, five projects have been identified for potential funding. The projects and grant programs are summarized below. 1. Brook Street Drainage Project – Project includes the re-routing of stormwater from an aging culvert that runs underneath homes to a new stormwater pipe that will be located underneath Brook Street. a. Plans or Studies - D&B Engineers recently updated the Village’s drainage basin study, which was first done in 2004. Plans and cost estimates are complete. b. Potential Grant – Westchester County Stormwater Management Law Flood Mitigation Project Application Form. i. 50/50 cost share ii. Requires submission of a form and technical documents iii. Meeting with the County is required before official submission c. Project cost is approximately $1.2 million (2024 numbers) 2. Gouveia Park Improvements – Project entails the rehabilitation of the existing building for the Parks Department and a Community Center a. Project identified in Village’s LWRP b. Plans or Studies – Plans and cost estimates are complete. c. Potential Grant – i. NYBRICKS – program specifically for community centers -20% match Grants June 13, 2025 ii. EPF Parks Program – 50% match d. Project cost is approximately $2.5 million (2025 numbers) 3. Riverwalk Expansion Design- Extend RiverWalk to Oscawana Park. The project will require cooperation of the Village, Town of Cortlandt, Westchester County, Army Corps of Engineers, NYS DEC and Metro-North Railroad. a. Project identified in Village’s LWRP b. Project will need buy-in from property owners before submission of the grant c. Potential Grant – i. LWRP – 25% match ii. Conservancy Trail Grants – Applications open June 30th, grant details are unknown d. Project cost is approximately $50,000- $100,000 (depending on scope) 4. Salt Shed Relocation – Project entails relocating the salt shed out of the floodplain. Two potential locations are the existing DPW/County project at 3 Municipal Place or vacant land adjacent to the DPW Garage on Route 129 (if outside the DEP watershed area) a. Potential Grant – Water Quality Improvement Fund – program specifically for Salt Storage and Road Salt Reduction -maximum $400,000 - $600,000 b. Location and cost still need to be determined 5. Senior Transportation Vehicle – Project includes replacing the Village’s existing senior transport bus in the 2026-2027 fiscal year. a. Potential Grant – CBDG funded a few of these projects in the 2025-2027 round. There may be potential to resubmit since none of your applications were funded. The Village would need to speak to the County. b. The cost estimate for the new vehicle is $150,000. Pending Funding Requests The Village also submitted additional projects for funding, and those applications are still pending. These pending projects are identified below. 1. New sidewalks along Municipal Place and South Riverside Avenue (both state roadways) 2. Replacement of Engine 119 at Washington Engine Company 3. Replacement of the roof at Harmon Firehouse 4. Reline the existing water main along Harrison Street and extend a new water main along Sunset Trail Grants June 13, 2025 Projects that Don’t Have Identified Sources of Funding There are a few projects that currently lack identified sources of funding but are still under development, and funding opportunities may emerge once the projects are more complete. These include the following: 1. Shoreline Resiliency at Train Station Lot a. Plans or Studies – The Village engaged AKRF to undertake a resiliency study of the shoreline at the train station. i. AKRF developed three options (do nothing, put fill into the parking lot, build a seawall). Currently, the Village would like to move forward with the seawall. b. Cost still to be determined 2. Expansion of Sanitary Sewer Lounsbury Road and Mount Airy Road a. There are a number of vacant parcels that could be built upon if connected to sewer. The project would also include upgrades to the North Highland water storage tank that provides potable water to these neighborhoods. b. This is a potential project for Pro-Housing Funding but would need a plan for the redevelopment of these properties. 3. Parking Lot on Brook Street a. The Village owns a vacant parcel on Brook Street that is currently used for parking. There is potential to create a parking lot that would increase the number of spaces and reduce parking on Brook Street, thereby making the roadway safer for all modes of transportation. b. The cost estimate for this work is approximately $250,000.
