Whatever may have been the form and character of the document, it is evident, however, that such an Ordinance was really adopted and promulgated, and that, agreeably to its provisions, on the seventh of November, a meeting was held at the White Plains, for the election of Delegates from the County of Westchester, to the coming Congress.^ It is not stated in what manner nor by whom the election was made ; but it is stated that Colonel Lewis
