Water Control Commission Meeting

Good afternoon. Welcome to a meeting of the Village of Croton on Hudson's Water Control Commission. Today is Monday, 10/20/2025. And we'll have a this will be the call to order. And we have one item of new business before us. And if our new professional engineer, our village engineer, would like to explain the project briefly, I'd be happy for that. Sounds good. And welcome welcome aboard. Thank you. Appreciate that. So this is basically just

a plan to put a pool in the side yard here. It was previously approved a few years ago. Let me see what that date was. Was 2006. 2006, it was approved, and now they're coming back with slight modification to that since their approval, it lapsed. So they didn't get approval.

And this is for 2204 Hessian Hills Road, Harvey Bill. How are you? How are you, mister Bill? Good to you. Good to be seen. Yeah. Is there anything to be presented to us other than what's on the paper here? Well, I can tell him something about this too. Absolutely. Miss Johnson, the floor is yours. Sure. Yeah. So this this, as he stated, is basically a resubmittal of a previous plan that was approved. However, we have made modifications in that. We have a smaller footprint and a smaller pool and a lot more green space. So that that's why I took the time to color it up just to kind of show you green. You know? And and what it is is it it conforms to all the setbacks and everything. And the reason that it's in the side yard rather than, say, in the backyard is because of the septic. Mhmm. Basically that's it.

All right. And we have the activity permit for the wetlands that you filed. Yes. And I answered those questions

that are required. Proposed activities consistent with findings and intended for chapters.

So this will also go to the planning board then. Is that right? After

we would No, believe this is just coming here. No funding board. Okay.

I just need to receive my plan. I don't if that's been mine. Do any of the commission members have questions about the location of this? Yeah, I'd just like to know why there was a change from the approved plan and what that, what specifically changed? Thank you.

The pool is smaller. It was originally 20 by 40, which is your standard pool size. And now it's 18 by 36. And the original plan had substantially more paving around the pool. And now we've put in a lot more green space, lawn and plantings. And you asked me why simply because we're we're more cognizant now, myself, of being more aware of the natural surroundings and have a less heavy footprint on the on the grounds. I just had a question

Yes. This is it's basically a cut and fill because the the side yard is sloped. Not not tremendously sloped, but slight slope. And there is one low, maybe 20 inch high wall that's there now, which was there nineteen years ago. It's only 20 inches high. I didn't yeah. I we we took it out in both cases, this low 20 inch high wall. And so what we're doing basically we're building a four foot four foot five inch high wall at the lower end of the slope. That's the fill. And then we're cutting it towards the front. And when I say the front, nothing goes beyond the facade of the house as required. And we're cutting there by about three feet. And so all the fill that we're generating from that cut, we're using to fill at the lower end. That's why. I'm hoping that we don't have to bring in any sort of whatsoever.

Thanks for clarifying. Is the distance to the seasonal stream that's downhill about the same now as it was Okay. In 2000

Exactly. And the lines on the original drawing showing the location of seasonal stream and the 120 foot setback

is the same. Yeah, for the minimum activity zone. Got it. Yeah.

And what is the is the distance at its closest from the seasonal stream to the edge of disturbance?

From the seasonal stream to the

The limit of disturbance, it looks like it's sort of a bed.

That's a question. I don't have that called out on this plan, but I can use this. This is 36. It is about 40 feet.

Would that be, you think, at the orientation purpose? I'm not sure what is this the northern property boundary? Right here. This is this would be north. Kind of the north. It looks like the seasonal stream is closest sort of right where the property boundary intersects

that limited disturbance. Do think that's Oh, right here. Oh, what's the closest there? I would say that's about 10 feet perhaps. Okay.

And is it pretty well graded there, or is there a bit of slope?

Over here, it it still goes down. It's it's not a steep slope. Okay.

I I just wanna it was this has been it's twenty years elapsed from the original plan. Correct. Why didn't it was approved. Why wasn't it constructed? I can answer that question. I have grandchildren now. I didn't pay. I understand that issue. Okay. Yep. But it was approved, and you just were We didn't do You just decided not to do it right away. Yeah.

assuming it's approved tonight? Yes, the grandchildren want it by the summer.
