Yep. Alright. Good evening, and welcome to our special June 9, regular special meeting rather of the Court on Hudson Board of Trustees. I'm mayor Brian Pugh, who's joining in the pledge of allegiance. I pledge allegiance to the flag of The United States Of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. And we will be entering into an executive session later, but, first, I believe the chief has an update that he wants to share with the board and, the larger community.
Hello. So chief Nick Atopo, this is just in case anyone doesn't know me. Next to me, I brought officer Nicholas DiMarco. So over the past several weeks, we've been getting complaints about loud music, which has been drive vibrating people's houses and stuff like that. We have been trying to locate the source. At first, we thought it was on the river. Maybe sometimes there is still some music coming off the river, but we did put our boat out last week, Friday night, from six to two. And as everyone knows, they came in at 02:00 and the music started at 4AM. So since then, we have located or we got a tip from somebody who actually drove over there that took a photo of a car with speakers on top. And since then, we have been able to locate the car, locate the owner, and we had a havestro PD when spoke to the owner just a little while ago. We do have a contact now with State Park Police. So if we get any more noise this weekend or something, we have a contact we're gonna call, and they're gonna go out and look.
Apparently, it's a large speaker on a car that's driven there. They play music. We, I think we mostly discovered it because social media. Is that how you guys found it today? So, the detective division worked hard today to find out who it was, and they did. And, I mean, hopefully, this is the end of it. There may still be some music from the river. We'll address that if it continues, but, this noise, you know, we I think did most of you see the car with the speaker on it. Mhmm. So it it really produces a lot of sound. So, hopefully, that will be the end of our issues. But if it continues, I do have the DD on a call this weekend, and they will go over and try and locate the car if nobody else can. I feel I feel better that we have now advised him about the complaint because we if it continues, as much as they're across the river, we have determined that we can issue them at least in the summons for DISCON
and, bring them to court here. So that's what we plan on doing if it continues. Okay? And that's disorderly conduct. Right? Disorderly conduct. Yeah. Sorry. Thank you.
Chief, thank you, and thank you, officer DiMarco. And and thank, Havascob PD as well for Yeah. For their help. So would they since since it's on Havascob property,
would would they charge him? The person lives in Havascob, but apparently he goes to the state park over there. And that's as much as it's maybe I we were hearing that it might be it might be Clarkstown, it might be this might you know, but we were able to determine that it's state state park police jurisdiction. And we do have a contact and, you know, detective DiTomasso did email all the sergeants and the patrol force just before we came up with the contact information in case it continues. But as I said, I will speak to whoever on weekends, the sergeant. If it continues, detective Fielding and detective Detective will be notified, and they'll go over and see if they can do something if the police over there say they can't locate him. So so instead of putting the boat out in the middle of the night, we'll probably go over in cars because as far as we know now, the noise is coming from shore,
from a park, across the river.
Okay? Probably too early to to know whether this is just an individual who likes loud music versus someone who's trying to create You can talk. Royalty as well. You here. So as as far as social media is concerned, there seems to be a group of about
15 or more cars that do this for parades and competitions. So they use these cars to see who can outplay each other. The one that we saw is only a smaller one, honestly, in the vast group of vehicles with speakers on them. There also was a NYPD bust about a year or two ago where eight of these vehicles were seized. So it's it's an ongoing issue.
honestly looked like a photoshopped fake car, but it was real, and there are others out there that There are many. Yes. Bigger potentially, but amazing work.
Thank you. And detective Detective showed me some photos of some of the speakers today. What's on that car is small compared to what's on other ones. Wow. Wow. So it's pretty amazing, the the money and the sound and everything else that they put out for this stuff, and it's crazy. So, hopefully I mean, I'm not saying we're not getting anything off the river, but I believe we believe what what has taken place the past few weekends with the really loud music is coming from across the river Mhmm. Onshore. And, hopefully, with the what we did today and what Havasdraw PD did today, you know, it will be addressed. So
Well, let's let's hope that we don't get anything this weekend. But I do have you know, as I said, the Detective Division will be on call and we'll if if they can't help us, we'll go over ourselves. So okay? Yeah.
Alright? Thank you. Thank you, Drew. No problem. Well done. Thank you. You need us for anything else?
And, now do I have a motion to enter executive session to discuss a matter concerning personnel?
Sorry. Just one question before we go into executive session. So I assume you'll be putting that out as a press release
Yes. We'll try to we'll get the word out. I'm sure everybody will wanna know that. Right. There if anyone's has made a wager
site that people can bet on, right? Yes. We have the Cash cash Cashy or Exactly. You know. Sorry. Well, yes. We will get we will get the release out. One of the off at at on at the, commissioning day on Saturday, one of the officers just you know, because everyone was talking about it. One of the officers just pointed straight to Rockland. And said, I'm sure that's where it's There you go. Yeah. Alright. Very good. Do I have a motion?
