Planning Board Meeting
We have an awful lengthy agenda tonight, so we'll probably be here till at least midnight. By the way, anybody that didn't vote, you still have time? Hope everybody voted. Everybody raise their hand if they voted. Alright. Good. Excellent. So the first item in our agenda is an item of new business, the Croton Sailing School. And Steve Jennings is here to walk us through what he'd like to propose. Floor is yours.
Yeah. Can you come up to the microphone so Yeah. Folks at home can hear you, Steve? We operate at the
Senasco Boat Basin, and we have a fleet of boats that require equipment for them, including sails, life jackets, anchors, all the tools and everything that is needed to maintain those boats. And, Dan, don't know what year year it was, but we had a shed put in eight by 16 foot shed to accommodate a lot of that material to help us operate, and we've outgrown it. It just just it was probably too small to begin with, you know, for our needs. Dave and John. So so our our proposal is to put a shed as nearly identical to the one that's there, just two feet wider, so it'd be 10 by 16. And this the pad, you know, the material to support the shed is already in place and cleared out. And as you can see from the photos that I provided, it would be a pretty straightforward place, and it's not in any area that would compromise any public use of that facility. In fact, what was previously there was a rack holding our some of our mass, which we disposed of and, you know, the the, you know, things that we just didn't need anymore. So we just disassembled that. And so it's that particular space is just being used essentially similarly that it was, except there'd be a shed there instead of a rack.

towards the fence along the walkway in Elliot Way. So that's so if you did a one eighty, you'd be looking at the river. Okay. And if you did a one eighty, you would be looking at boat store storage, not the park.
this version of the the purchase order, whatever this is, is shows the doors on the, say, the center. Yeah. They didn't the company didn't have one Okay. A picture similar to the one I have. Yep. You know, that I'm doing. Okay. They they just didn't have a stock photo of it.
Okay. Cool. And so you're a tenant down there, I guess, of the village then, and and this is a purchase that you make in in to improve the property. Is that how that works? Or the Salem School purchases this building? The Salem School is purchasing the building. Correct. Okay.
Okay. Have you have you spoken to Mark at all, Steve? Yeah. I've spoke well, I've spoken more directly to John.
And, you know, Mark Mark, I believe, is aware of it, but my my dealings with the actual facility is is is often with John. And he's
he's he's fine with it. And so the color will be a similar gray to the other shed? Mhmm. Now the same company that built that one that's there is building this one. So it might actually be the exact same color? I ideally.
my preference, certainly. I don't know about my colleagues, but Sure. That would be my preference as well. Good. Okay. I did bypass there this afternoon. And I mean, as you say, the site looks nicely prepared. It's tucked into a corner. I don't think it would intrude on anything. In fact, it makes a lot of sense to have a shed there given my experience having attended your school a couple of years ago. I don't see any reason why we wouldn't eventually move forward on this, but I'm informed that do you guys have any questions, first of all? Is it anchored or just does it just sit there? It just sits there just like the other one is.
You know, that's on kinda like well, if you even look at the bottom of other one, you can see kinda like Looks like what what I would call a skid or something like that. Mhmm. We've had no problems with that one.
I mean, I even looked at it with the thought of, gee, can we add any bushes or landscaping, but it's really too tight. There's really and there's really no need for it. It's nicely tucked into a corner and there's some bushes on the side already. So that was kinda mood as well. Right. And, honestly, I've been passed there a million times, and I didn't even know there was a shed there until I received this
on Friday. I went past to look at it. Yeah. There's Oh, there really is a shed. There really is a shed there. If you're looking at the existing shed on the right hand side, there's a large Willow tree there. So that and then there's a fence that goes behind it, then it returns kind of towards into the boating area. Yes. So, yeah, the it's kinda hidden in there.
So, Steve, the existing shed, how did it do during Sandy? Was it was it still there? It
yeah. It it just shifted. You know, we've secured it. You know, we knew it was coming. You know, that was probably one of the least of my worries, you know, with all my boats and everything. But it just kinda shifted and just Good. Move it back. You know? But I but I secured it. You know, I knew I knew it was coming. I knew it was gonna be pretty severe. My my office was kind of another story that suffered. Ouch.
John, any questions? I was just gonna ask the first shed, this existing one. How long has it been there? Roughly. Yeah. A while. A long time. Yeah. And you're using the same builder? Yeah. So Yeah. It's been there a long time. Yeah. I'm I'm impressed with the four by fours pressure treated on the bottom for skids. It's a
it's a good solid building. Yeah. Yeah. They the company that that's why I stuck with this company. It's it's fairly you know, it's not a cheap cheap shed. It's it's fairly well constructed.
Was gonna say you expect to be there a long time because you're putting a thirty year roof on it.
I I I think it looks great. How many years has the school been there, Steve? We started in 1986.

A couple of little things. Yeah. So on the the first one about the yacht club, just for the record, for the minutes, just want to mention that I did say at that last meeting that I had this, I don't wanna say a conflict of interest, but, just I disclosed I was a a past commodore and past board member there. So the wording could read as wrote it to mister Haynes disclosed that he was a past commodore and board member of the yacht club. Just a simple sentence to answer.
Alright. And then under new business number three, the first first sentence, realtor. Just need to fix the spelling realtor in that. And then number four, old business I don't know. Third, fourth, fourth sentence down, Sewer is misspelled. I'll fix that.

hiding security. A lot of little stuff. It's kinda like I said, it's gonna be kinda difficult for the contractor to bid on. Project is just like a lot of maintenance items and which are important important So they they intend to I'm included in that project. Update the billboard because they're gonna have nice site and much improved site, and they wanna improve the state the No.

everybody listening and And it's not I don't think it's okay. They said they're not doing digital.
But do it so it it almost sounds like, though, that that has to take you you were suggesting the billboard reviewing the billboard to see if, in your words, if it's derelict, the under the property maintenance code, it that we have to wait for what sounds like a year of them, you know, putting this stuff out for bid and getting started on the project. I mean, doesn't seem to me that they can't both exist on parallel tracks. Can we at least take a look at it and see how derelict it is?
I'll I'll I'll see if I can get a closer look. That would be good. Because I have to have, you know, some evidence of real virus.

But they are they are working currently. Obviously, the main thing is to get this major project down. I understand that. There's grant money, there's timing issues, deadlines
to I understand. But please keep in mind, this is not something new. We mentioned to them when they invited us to come to them. And how many years ago? Was that five years ago? Six years ago? I mean, we we brought it up then. It was in bad shape. It's it hasn't gotten any better. So do what you can. Thanks. I'm guessing there hasn't been progress on the sidewalk that is bonded to be built from Mobile on Hudson, up to Croton Commons. I mean I'll I'll talk to you. I know they're they're putting sidewalks in
right now elsewhere in the village. Might be a good time. Right? Well, got an engineer, I suppose. Those are people on the program for a while, typically. Right. And forward, they they pay the village their share. Actively working on those.
Understand. I mean, part of that, I'm sure you remember, it wasn't just about the sidewalk, which is already paid for because it was bonded. I think there's $30,000 in an account somewhere to pay for that stretch of sidewalk. This is on the West Side of Mobile And Hudson leading up to the entrance to the Croton Common Shopping Center. Okay? When they got their approvals years ago, there was money set aside for a sidewalk that the state has been extremely slow to work with the village on getting built. So the decision was made, I believe, to simply do it ourselves since the money's already bonded for it. Am I misspeaking, Dan? Yes. Okay. But part of that project, if you recall, was also figuring out what made sense as, you know, a crosswalk on the other side of that triangle. And so I don't wanna lose sight of that. It's not just about the sidewalk. It's not No. On the sidewalk. Pedestrian access on the other side. Right.
there's the two are married together, obviously. So It would it would be from, yeah, picking up sidewalk, isn't which is at the entrance to Croton Sons. And, you know, all the way across.
Right. Okay. Did you know if, moving right along, if 0.5 Moon Bay, when they met at their last meeting, if they discussed or put out forbid the path in back of 0.5 Moon Bay, the bike path?
We're we're finishing up the promenade. They have to do a couple of things to finish it up.
That comes up all the time. But that that's done. I present done. Is to when he's back. Called into him to talk about that. They're also, you know, the big messenger.
Quarter it has to start it it failed and didn't work. It's not working. Oh. And so they're putting water meters on each individual service connection, which is Right. Great. So we have this working in that process. Fact, we had a company inspect the sewer lines that over. So we have to reduce inspections and kinda correlate that with the plans, make sure they got everything, didn't miss any sections. So there's a lot of, you know, things in the work, but one of the things now since the promenade's done is to Bonnie and how to how to progress that forward, obviously, to go through the half moon bag board and their process, and and, you know, we don't know exactly what that is. It's a matter of, you know, marking out the sections that need to be repaired.
It's a problem. Him out. They may need to measure it to get a quantity to put in the in the in kind of their, you know, full package to contractors. You know, it's x amount of asphalt for the contractor to know. Right. X one meter feet of five or six foot path that needs to be replaced. Then we wanna talk about, you know, either steel or composite barrier that could be put in along the edge that would help, not gonna stop, but it will it will help mitigate through this.
Do do you know what is an engineered solution typically on bike paths anywhere for the for roots growing under paths? What what what's typically the solution for that? Well, it's it's either by design having the vegetation far enough away Right. Where the roots aren't gonna get there. Or
Right. But but once you have the roots there, do you cut the roots? Do you when you're they get up and reasphalt? I mean Yeah. The roots are gonna have to be cut. And if Yeah. Whatever it is. So that's kind of the nitty gritty stuff to go through. That's interesting because that's a bigger job than I thought it would be if you have to go in and cut the roots before you even put asphalt down. Cutting the roots.
Contractor is going to excavate the asphalt out and Got it. Okay. But then if the tree and if the decision has to be made, look, we cut so many roots, the tree should come down. Right. And, you know, kind of a decision. Hey. The tree may have value to them for screening.
That's interesting. They have to meet their goal. Okay. And then, you know, how how long this steel composite battery that up, we're gonna propose it to them. How many liter feet for the contractor meet, you know, kind of specify?
They get get apples to apples.
Got it. It's a big job. Is every every Yeah. No. It's that's it's it's more work than I thought. We haven't gotten a landscape plan for '23 Nordica yet, I'm assuming. Otherwise, they might have been here. Think they did
Okay. Thanks for that. And then the last item is, you I know you have a ton of things to do. The ShopRite parking lot needs some TLC. Some of it's striping in particular. There's there's two problematic areas at ShopRite in my opinion. When you come down the hill and you turn left In the main entrance. Yeah. Main entrance, come down the hill, you make the hard left. Whatever striping was there when you're coming in the opposite direction to exit, there's a stop sign there, but the the bar, you know, the the the thick line to stop at is completely gone. You don't even know where it's there. And then when you as you're coming in and you advance past the corner of Pronto When you're coming in I mean, down the main entrance, make the left. Coming down the hill, make the hard left. You come to the corner of the shopping center where Pronto is. I don't know what the solution is there, but there's often confusion when you're coming in or when you're exiting. You know, do you go first? Do I go first? There's no signage to help you. It's and I know you're an expert at this stuff. If you could take a look at it and even in the signage that's there is
At that at that corner where you're where you're heading and you're making kind of the right to go against Pronto. Yeah. Or you go straight to find a parking spot, you know, by the
shopping carts in that area. There's just a lot of confusion. Who goes first? And then when you're leaving, it's even worse because when you're pulling out, the cars are the cars are exiting from two directions, sometimes three, and you're not sure who goes first. There's a stop sign that's on like a impermanent, base that sometimes it's in the roadway, sometimes it's up on a sidewalk. It it it's just that it looks sort of third world ish. And I know we can do better, and I'm just you know, I don't want somebody to get hurt. So
Yeah. I mean, once you get down there and take a look, I mean, you probably shop elsewhere, I'm guessing. But, I mean, we're there like every day, every other day. And I'm sure if you spend five minutes there, you'll see the issues I'm talking about are very apparent. You've seen it. Anne, Len, you guys shop there? You know what I'm talking about. Right? I know Oh, you go to Futown?

See, I'm just curious. Is there, how do I put it, a weight limit of a vehicle on our streets? No. From Riverside going up Croton towards Cleveland, the other day there was a, a crane. Big yellow crane. He had, like, five sets of wheels in the back. That was yesterday. I I don't think it was yesterday. Maybe it was yesterday, but I I think it was a couple of days before. And it doesn't go fast, but is the weight on our our streets. Signs,
used to have a weight limit. Forget exactly what it is. It's at local deliveries. Right? So somebody was putting a pool over their house, you know, Correct. If they're putting modulars in, so you don't want that you don't want someone using the village as a shortcut for, you know, traffic and and having that that roads. But if there's a local Okay.

They did have a big crane out this this morning on Old Post Road South just above the school on the hillside there. They were I don't know if they took down a tree or tree was down and they were cutting up, but they had one of those big enormous cranes with Probably send what I'm talking about. What it was. So
And the other thing would be in Historic National Valley, Historic National. They have a back exit also, entrance exit that they they seldom use. That's a national or or historic Historic.
Historic. That's a valley at the dead end of the drive. Right. There's a gravel road that, you know, goes through the complex. That's their road? That's their that's their property. Yes. Okay. I'm just curious. Mean, if if there's a fire, obviously Yeah. Right. Right. Now I'm just curious. Where's the access gate? If that's gonna be used for construction when you start doing the their work.
Most of the works on the other side of the site anyway. Right? It's they'll they'll be, you know, working from, you know, Riverside. They they'll be using from the there to stage anything. It's it's in? Yep. They I I inspected it. They made some improvements. So I I met Brett out there. There's some additional cleaning work that's needed partially cleaned it, but they really didn't need job. So it's it's functional. I can also give this AM outlet structure for the forward management pond at the top of Berkeley Road. A DEC AM inspector had had previously inspected the and they those were made. And when I looked at it, there's a being put in some extra concrete work that needs to be patched. Only permit for the maintenance shed. This thing which I'll talk to Brett about tomorrow is the trying to push the surveyor for the asthma survey. Post Yeah. On that. So
