Croton-on-Hudson has established an assistant village manager position and a line of succession for its top administrator. Local Law 12 of 2026 took effect September 25, 2026, the day it was filed with the New York State Department of State. The law adds § 31-2 to Chapter 31 of the Village Code. It gives the village manager authority to appoint an assistant and assign that person’s duties. The position also carries a specific responsibility: stepping in as acting village manager when the manager is absent, disabled or the office is vacant. Read the enacted section. The law makes the appointment discretionary: “The Village Manager may appoint an Assistant Village Manager.” It then places the assistant’s work under the manager’s direction, requiring the assistant to perform the duties the manager assigns. The law makes the acting-manager role mandatory once those circumstances arise: “During the absence or disability of the Village Manager or during a vacancy in the office of Village Manager, the Assistant Village Manager shall serve as Acting Village Manager to perform the duties of the Village Manager.” When an acting manager is needed and there is no assistant village manager, the same section requires the Board of Trustees to designate a properly qualified, full-time Village employee as acting manager. The succession rule therefore provides both a designated role for an assistant and a fallback that the trustees must fill. Read § 31-2(C). Trustees adopted the measure on September 16 in a 4–0 vote, according to Resolution 226-2026, included in the State filing. The resolution records that a public hearing opened and closed that day. The proposal was Introductory Local Law 15 of 2026; on adoption, it became Local Law 12 of 2026. The law ties its effective date to State filing, rather than the board’s vote: “This local law shall take effect immediately upon filing in the office of the New York State Secretary of State in accordance with Section 27 of the Municipal Home Rule Law.” The September 25 filing stamp on the first page establishes when that condition was met.
