Mindset's proposed storefront signs, an art studio on Grand Street and two residential applications are on the Planning Board's agenda for Tuesday, October 27, at 8 p.m. in the Georgianna Grant Meeting Room. This is an agenda preview. The applications and draft resolutions describe business proposed for the meeting; they do not establish decisions or approvals. Read the official agenda and attachments.

Four sign options for Mindset

The dispensary at 370 South Riverside Avenue is returning for final signage review. In an October 23 engineering memorandum, Village Engineer Vincent Salanitro writes: “The applicant has provided 4 options for the storefront signage.” The memo lists each option as compliant. That is the engineering assessment supplied to the board, rather than a Planning Board approval. Two draft resolutions would address separate remaining matters. One proposes approving the business signs. The other proposes removing the grand-opening-plan condition from the April site-plan approval because the applicant says no grand opening is planned. The latter draft resolution states: “all other conditions in the April 14, 2026, Minor Site Plan resolution remain.” Both documents have blank motion and vote fields.

Art classes proposed at 122 Grand Street

Rebel Studio Croton seeks a change of use from retail to an art studio offering classes for adults and children at 122 Grand Street, the former Upper Village Blooms location. The engineer's October 8 memo describes the proposed use as permitted in the commercial district but still subject to change-of-use and minor site-plan review. The Building Department would review the proposed kiln installation for required clearances, building and fire requirements, and the manufacturer's specifications. The memo’s second page also describes a possible route for window-sign review through the Visual Environment Board. On traffic, it says the board may decide whether additional information or a formal study is needed, considering class sizes, timing and parking. These are matters for review, rather than commitments that the studio can open.

Apartments on Dailey Drive and Maple Street

At 8 Dailey Drive, an application proposes an accessory apartment above an existing garage, reached by exterior stairs. The October 23 engineering memorandum says the work falls within a 150-foot wetland buffer associated with a dry stream. It identifies separate responsibilities: Planning Board approval for the accessory apartment and a wetlands activity permit from the Village Engineer. At 110 Maple Street, the board is being asked to approve a change of use and minor site plan to legalize an existing two-family arrangement. The engineering memo describes the application as seeking approval for a two-family dwelling without an attached garage. The draft resolution contains proposed conditions and unfilled motion and vote lines. Residents can read all submitted plans, correspondence and draft resolutions in the official meeting packet.
