To: From: Date: December 1, 2025 Re: Budget Priorities Survey As the 2026-2027 Village Budget preparations begin, the Mayor requested that I investigate the feasibility of conducting a budget priorities survey for the community. Communities throughout the country are suffering from a lack of engagement by the public in the budgetary process; the village is not an exception. In the past, when we have held budget public hearings and public forums over Zoom, there has only been minimal participation. The purpose of this survey would be to get feedback from residents on how discretionary funds be allocated in the budget (e.g., should funding be allocated to support new recreation programs or should those funds be put into the general fund balance, reducing any potential tax increase). Surveys such as this are conducted in communities throughout the country. Two examples which have been included in the backup are from the City of Timmins in Ontario, Canada, and the City of Tucson, Arizona. If the Board chooses to undertake this survey, it would provide an additional method for residents to share their thoughts. Please let me know if you have any questions.
