August 17, 2026 VIA EMAIL Jennifer Street Supervisor, Consistency Review Unit Division of Coastal Resources New York State Department of State 99 Washington Avenue, Suite 1010 Albany, NY 12231 CR@dos.ny.gov; Jennifer.Street@dos.ny.gov RE: FEDERAL AID NOTIFICATION PIN 8815.80 BIENNIAL LONG LINES: REGIONWIDE VARIOUS MUNICIPALITIES COLUMBIA, DUTCHESS, PUTNAM, WESTCHESTER, ROCKLAND, ORANGE AND ULSTER COUNTIES Dear Ms. Street: The New York State Department of Transportation (NYSDOT) is progressing a project with locations within the designated New York State Coastal Zone Management Area (CZMA); several locations are within the limits of Local Waterfront Revitalization Program (LWRP) areas, and Scenic Area of Statewide Significance (SASS). Tables of locations are attached. This letter serves as Federal Aid Notification. Across various municipalities within Columbia, Dutchess, Ulster, Rockland, Orange, Putnam, and Westchester Counties, this project proposes to remark and reapply long line pavement markings to maintain their intended reflective properties and delineation, thus ensuring that the roadways and traffic lanes remain properly defined. The work under this contract will consist of applying epoxy and pre-formed markings over existing markings on federal aid eligible highways maintained by New York State Department of Transportation. This project’s objective is to maintain traffic safety by properly and effectively restoring highway pavement markings to new condition. All project activities will be limited to existing pavement. The project location map is attached, as well as maps depicting where there are project locations within SASS areas (figures 2 - 7). A shapefile or KMZ file of the locations is available upon request. The proposed project is consistent with the applicable policies found in the New York State’s Coastal Management Program and the LWRP areas. The project is federally funded through the Federal Highway Administration. No federal permits are required. The project is being progressed as a NEPA Class II action and SEQRA Exempt action in accordance with the Department’s implementing the regulations of SEQR (17 NYCRR Part 15). Based on the above and enclosed information, we respectfully request that NYSDOS render a general concurrence decision regarding the release of federal funding in support of the project. If you have any questions or would like to discuss the project in more detail, please contact me at Valerie.Patrick@dot.ny.gov or 845-431-5756.
