To: From: Frank Balbi, P.E., Superintendent of Public Works CC: Date: February 12, 2026 Re: Trade Labor Services- Bid # 22-2025 (Masonry portion) This year, the Village of Croton-on-Hudson has developed a multi-disciplinary contract that covers various work that is typically needed throughout the year. This contract is broken up into five different trade categories; Carpentry, Plumbing, HVAC, Masonry and Roof Repair. Contractors were given the opportunity to bid on any portion of the contract that may be relevant to their work experience. Currently, official projects may not be planned for each trade category, however these contracts will make it easier to perform work that unexpectantly comes up throughout the year. Securing a contract with a trade labor service will allow us to get the work done immediately, and will not delay the repair/project with the bidding process. On December 18, 2025, the Village of Croton-on-Hudson advertised for invitations to bid on the Trade Labor Services project (Bid # 22-2025). On January 22, 2026, a total of six bids were received and publicly read. Two bids were submitted for the masonry section of this contract. The following results were returned: Bid Results: Bidder Bid Amount 1. Armor-Tite Construction Corp. $ 44,550.00 2. Construction Plus Services $ 35,731.20 We have worked with Construction Plus Service during the EMS addition. They were very responsive, prompt and professional. They were able to work through any issues that were encountered without major disruptions to the construction schedule. I recommend approving Construction Plus Service’s proposal for the Masonry section of this contract in the amount of $35,731.20. Funding for this contract is included in the 2025-2026 operating budget, as well as any relevant Capital Budget account that the work is being performed under.
