May 15, 2024 SENT VIA EMAIL AND U.S. MAIL Mr. Lance MacMillan, P.E. New York State Dept. of Transportation Eleanor Roosevelt State Office Building 4 Burnett Boulevard Poughkeepsie, New York 12603 Dear Mr. MacMillan: I am writing to bring to your attention a number of issues in the Village of Croton-on-Hudson. With multiple state roadways traversing the Village, there are issues which the Village must rely on the New York State Dept. of Transportation to address. I have outlined below the issues which remain open as of the date of this letter: 1. Trees along Route 129 right-of-way (adjacent to Wood Road): A property owner contacted us on April 8 to report that numerous trees in the state right-of-way are in need of being trimmed or removed. A tree fell earlier this year which caused $8,000 in damage to the individual’s vehicle. Email sent to NYSDOT officials on April 9 received no response. 2. Fencing along North Riverside Avenue: The right-of-way fencing along Route 9A has been a long-standing issue. Much of the fencing has been repaired over the past few years. A small section remains to be done immediately south of the northbound Senasqua Road exit. Emails sent on February 20 and April 1 have received no response. 3. Walk button signage: The walk button signage at the intersection of Maple Street and Old Post Road South has faded. Additionally, some of the crosswalk signage needs to be upgraded to the new standard sign. NYSDOT acknowledged this request on November 15 and advised it would be done by the end of the year. Follow up emails sent on March 15 and April 1 received no response. 4. Paving of State Roadways: We have been told indirectly that Route 9A (Albany Post Road/North Riverside Avenue) is being paved this year but would appreciate a schedule or other information that would help our community accommodate and adjust to the anticipated work. There have been no plans communicated regarding the paving of Route 129 (Maple Street), even though it has not been paved in this century. 5. Graffiti along Route 9: Another long-standing issue is the presence of graffiti along northbound Route 9. The latest appearance came on November 3. Subsequent follow-up emails have advised that it is on the list to be completed, but NYSDOT has not yet finalized the graffiti removal contract. 6. DOT Snow and Ice Agreement: The Village has not received the standard adjustment for labor- related increases since 2022. Kellerhouse Municipal Building One Van Wyck Street Croton-on-Hudson, NY 10520-2501 www.crotononhudson-ny.gov Cafarelli of Assemblymember Dana Levenberg’s office and Mark Casellini from DOT. The last update which was received on March 6 said that staffing issues in the contract processing office have led to these delays. 7. Wolf Road fencing: I have recently come across damaged right-of-way fencing along Route 9 adjacent to Wolf Road. I contacted NYSDOT about this issue on May 13. While seeking a response on regular maintenance issues has been challenging at times, Village staff continue to work closely with NYSDOT on our various projects (Half Moon Bay Bridge, paving of Cleveland Drive) and improvements (Rapid Flashing Beacons on Maple Street, new sidewalk along South Riverside Avenue) and appreciate their support and guidance.
