To: From: Date: November 15, 2023 Re: Residential Parking near the Croton River On September 25, 2023, Governor Kathy Hochul signed into law a bill authorizing the expansion of the Village’s residential parking permit system to include Truesdale Drive, Nordica Drive, Cedar Lane and a portion of Old Post Road South (from Truesdale Drive to Morningside Drive). This request has been made for the past few years to our state legislators to help reduce parking along the Croton River by visitors to the area, who then trespass to access the river. There is no public access to the river from the Croton side except Silver Lake Park and Mayo’s Landing, which are limited to village and school district residents (and, in the case of Mayo’s Landing, those with a state fishing license). It is important to note that the signing of this bill only authorizes the expansion of the system; the Board must still act, via local law, to actually enact the residential parking permit system on the aforementioned streets. Currently, the residential parking permit system in effect on portions of Hastings Avenue and Young Avenue prohibit vehicles without a resident parking permit from parking for more than four hours between 7 a.m. and 7 p.m. on weekdays. Because of the nature of the use of this area, the Board may wish to consider different regulations. Currently, no parking is permitted on Cedar Lane, Truesdale Drive or Nordica Drive on weekends and holidays from Memorial Day to Labor Day. If the Board chooses to establish a residential parking permit system on these streets, these more restrictive parking regulations could be repealed. One option for the Board to consider on these streets would be to prohibit vehicles without a resident parking permit from parking for more than two hours between 7 a.m. and 4 p.m. on weekends and holidays from Memorial Day to Labor Day.
