To: From: Frank Balbi, Superintendent of Public Works Date: March 25, 2025 Re: Emergency Replacement of DPW Furnace On Friday March 21, 2025 the furnace at the DPW facility stopped working. When DPW staff entered the building that morning, it was extremely cold and strong fumes were present. We contacted our HVAC contractor to diagnose and repair the issue. They spent all day Friday, and most of the weekend trying to clean/repair the furnace and restore heat to the building. Ultimately, the furnace was leaking fuel and water from too many areas and could not be repaired. The building has been without a fully operating heating system since that date. We need to replace the furnace in the building. One of the options I would like to explore is converting the existing oil burning system to propane. This project will have a higher cost up front; however, it will lead to a cleaner burning, more efficient system. This conversion will also remove the existing underground oil tank from a NYS DEP reservoir buffer area. The cost to perform this work is approximately $150,000. This includes the work needed to install the new propane tank, trenching of the surrounding area, plumbing to the new system, as well as the new boilers and equipment. All work will be performed by a combination of DPW staff as well as Village contractors. Currently, we have $102,795.86 remaining in account H1640.2000.18344. This money was approved and added to this account in order to replace the oil tank. Instead of replacing the tank, I would like to use this money to fund a majority of the furnace system replacement. Funding for the remaining $47,204.14 will need to be provided. Please let me know if any additional information is needed.
