We have updated the drawings to respond to the Board’s comments and direction given at the Board’s regular meeting on March 4, 2025, as follows: 1. A note regarding the provision of supplemental landscaping has been added to the drawings as requested. 2. A crosswalk has been added across the on-site, one-way driveway. In addition, the alternative with the additional landscaping along the project frontage has been incorporated into the plan set. 3. The architectural drawings and renderings have been updated a. The project architect will present an alternative layout of the lobby and mail/package room at the next Planning Board meeting. b. The height of the solar panels has been clarified on the drawings. c. The renderings, elevations, etc. of the building were correct as presented. The solar panels and parapet wall heights were coordinated on this submission. A building section has been provided that includes the dimensions of the heights of the bulkheads and parapet walls. 4. Material sample boards will be presented to the Board at its next available meeting. 5. A Consolidation Subdivision Map has been submitted as requested by the Village Engineer. A hydrant has been provided in the northwest corner of the site as requested by the Village Fire Department and Village Engineer. The hydrant has been located within the limits of the existing water easement as requested. 7. The project photometric plan has been updated to include a more modern fixture (to better complement the preferred architecture) and the existing streetlights have been incorporated in the lighting model. Memorandum from AKRF, Inc Justin Seeney, PE, dated March 5, 2025: At the request of the Village Engineer, AKRF has reviewed the 1 Croton Point Stormwater Pollution Plan (SWPPP) dated August 1, 2024, prepared by Insite Engineering, and offers the following comments: 1. Comment: The Post-Development Map does not appear to accurately reflect the proposed site grading and drainage. The maps should be revised to clearly reflect the areas collected by the two proposed hydrodynamic separators and the areas that will drain off-site untreated (e.g. the western driveway, portions of the pocket park, portions of the driveway entrances). Response: The Post-Development Drainage Map in the SWPPP (Figure 3) has been revised based on the latest grading plan. We have also illustrated the tributary area to each hydrodynamic separator as requested. 2. Runoff from the site connects to existing catch basins on NYSDOT property (Design Point 1) and on Metro North property with an unknown outlet (Design Point 2). Should revisions to the drainage area maps in response to the above comment result in an increase in peak flow rates to either existing catch basin, approval from those agencies for the increase may be required. Confirm whether NYSDOT or Metro North have any MS4 Jurisdiction or involvement given the connection to their storm sewers. Response: The project SWPPP still does not result in an increase in peak flow to either Design Point. It is our understanding MS4 boundaries do not coincide with collection system boundaries but instead property boundaries. i.e. one municipality’s MS4 jurisdiction does not extend onto another’s because there is an overlap in the collection system. This condition is defined in the MS4 General Permit as an interconnection and the jurisdiction transfers at the point of the interconnection. As there is no change in stormwater peak flow and the collection system is existing it will continue to be used. 3. Per Section 9.2.1.B.III of the 2015 NYSSMDM, the Water Quality Volume (WQv) required when using alternative stormwater management practices (such as Hydrodynamic Separators) is 75% from the disturbed impervious area. The SWPPP uses 25% for the WQv calculation. It is recommended the hydrodynamic separators be designed to treat 100% of the WQv from the contributing drainage area to function properly. Alternatively, a flow diversion structure could be utilized to direct the target WQv to the HDS units. The 75% WQV treatment rule can be utilized to allow portions of the site to drain off-site untreated Response: In accordance with the 2015 NYSSMDM the hydrodynamic separators have been sized to treat 100% of the WQv Peak Flow as hydrodynamic separates are subject to flow-based design and not volumetric design. 4. The proposed First Defense Hydro Dynamic Separator has been removed from the NJCAT certification website (used by NYSDEC for approval of proprietary stormwater management practices) since the writing of the SWPPP. The unit should be substituted or documentation provided by NYSDEC (or equivalent) demonstrating it is acceptable for water quality treatment. The proposed hydrodynamic separator has been substituted with a model on the NJCAT certification website. It is unclear how drainage collection is proposed for the northeast corner of the eastern parking lot. It appears ponding may occur at BW 491.7 and BW 489.7 locations. Response: The parking lot grading has been revised as requested to eliminate the area of ponding. 6. It is recommended that an additional catch basin is considered at the high, eastern side of the northern parking lot retaining wall. It appears the 500-contour may trap water behind the wall. Note the TC 492.5 on that same wall appears inaccurate. Response: A swale and drain inlet have been added to the project drawing that will collect runoff from above the retaining wall and direct it to DI 5. The stormwater routing includes this area in the overall analysis. 7. Provide slope, size and material of proposed drainage pipes on the Grading & Utilities Plan. Response: Drawing SP-2 has been revised to show the size, material and slope of the proposed drainage pipes. 8. Provide proposed grading of the western driveway and parking area. Response: The grading of the western driveway and parking area has been updated on Drawing SP-2. 9. Provide a draft electronic Notice of Intent and MS4 acceptance form. Response: A draft electronic Notice of Intent and MS4 acceptance form has been provided as part of this submission. 10. Additional revision to the SWPPP may be required to meet the minimum requirements of the NYSDEC 2025 Construction General Permit (CGP). Note: The 2025 CGP does allow the post- construction stormwater management design to follow the 2015 NYSSMDM based on the submission date of the SWPPP. Response: Based on the project history and submission of the project prior to the issuance of the new 2025 General Permit, as permitted by the General Permit we request the design continue under the review of 2015 NYSSMDM. 11. Confirm groundwater collected by the proposed footing drain meets the 2025 CGP definition for "Uncontaminated discharges from dewatering operations." Response: Based on the studies of the site to date there is no known contamination or other restrictions on the property that would prevent the normal discharge of the footings. The 2025 GCP defines dewatering as the act of draining rainwater and/or groundwater from building foundations, vaults, or excavations / trenches. As the footing drains are defined as dewatering operations and there is no known contamination it is confirmed the footing drains meet the 2025 GCP definition for Uncontaminated discharges from dewatering operations.” Letter to Village of Croton-on-Hudson Planning Board RE: 1 Croton Point, Croton Point Ave, Croton-on-Hudson, NY March 26, 2025 032625CoHPB.doc Insite Engineering, Surveying & Landscape Architecture, P.C.
