Proposal Estimate:
Provide a Video Detection system and the Coordination of Signals at the Route 9/9A ramps on Croton Point
Avenue in the Village of Croton on Hudson, NY
SCOPE OF WORK
Implement coordination plans running background cycles to maintain the relationship between the intersections at the
Route 9/9A ramps (NYSDOT owned signals) and the intersection controlling Croton Point Ave at Veterans Plaza. We
have contacted NYSDOT Region 8 and have received their permission to make coordination changes to their signal
controller at the Route 9/9A ramps. The system will be programmed to provide preferential progression from the Route
9/9A ramps into the parking facilities at Veterans Plaza during the morning peak periods. It will be programmed to
provide preferential progression from Veterans Plaza to the Route 9/9A ramps during the afternoon peak periods. A third
program will be implemented during off-peak periods and weekends, giving progression designed to minimize queueing
between Veterans Plaza and the ramps to the extent possible. It should be noted that the design of the Veterans Plaza
sequence makes it difficult to always prevent queuing between these locations. The controller at Veterans Plaza is
currently running the four required movements sequentially, with the traffic on each approach being served independently
of any other movements at that intersection. By the nature of that sequence, there are always three movements
counterproductive to the desired progression. We will balance and mitigate this inefficiency to the extent possible.
EXCLUSIONS AND ASSUMPTIONS
1.
Signal coordination includes on-site signal programming and observation.
2.
Timing adjustments will be made based off field observations. Traffic data collection and desktop traffic analysis
is not included.
3.
The cost assumes that once work has begun, there are no changes to the project scope.
