A May 11, 2026 letter from NYSDOT regional environmental contact Stephanie Lewison to the state Department of State provides federal aid notification for PIN 8816.19, a federally funded project to replace 13 overhead sign structures in Rockland and Westchester counties. Four of the structures are within the state Coastal Zone Management Area, and one is within the Croton-on-Hudson Local Waterfront Revitalization Program area. New structures would be built 10 to 15 feet behind the existing ones with foundations 15 to 27 feet deep, and NYSDOT requests a general concurrence decision on the release of federal funding.

May 11, 2026 VIA EMAIL Jennifer Street Supervisor, Consistency Review Unit Division of Coastal Resources New York State Department of State 99 Washington Avenue, Suite 1010 Albany, NY 12231 CR@dos.ny.gov; Jennifer.Street@dos.ny.gov RE: FEDERAL AID NOTIFICATION PIN 8816.19 Overhead Sign Structure Replacements: Rockland & Westchester Counties Various Municipalities, Rockland & Westchester Counties Dear Ms. Street: The New York State Department of Transportation (NYSDOT) is progressing a project with locations within the designated New York State Coastal Zone Management Area (CZMA), two locations of which are within the limits of Waterfront Revitalization Program (LWRP) areas. The purpose of the project is to replace 13 existing overhead sign structures to ensure their ability to safely carry overhead signs and to protect the roadway and its users. The overhead sign structure elements were flagged during inspections for various types of structural deficiencies or are nearing the end of their expected service life, making removal or replacement necessary. Sign panels located on these structures will be replaced as needed but won’t change significantly in size. The project will also need to install new guiderail in some places where it is not currently up to standards. The new sign structures will be designed and constructed to be 10 to 15 feet behind the existing structures in the direction of travel. Some excavation is required. The new structures will have 15 to 27 feet deep foundations on spread footings, and shaft foundations with a diameter of 3.5 to 4 feet that are drilled. All work at locations within the designated CZMA and LWRPs occur within soils that have been previously disturbed by prior construction activities (installation of original sign structures and construction of the roads). Four out of the 13 current sign structures are within the mapped boundaries of the designated CZMA: Sign numbers (SIN) 87011, 87042, 85008, and 87092 which are located on the Briarcliff Peekskill Parkway, Route 117, US 9W, and US 9, respectively. Two of the current sign structures (SIN 87011 and 85008) are also located within the mapped boundaries of the Croton-on-Hudson LWRP, and the Haverstraw LWRP, respectively. A shapefile or KMZ file of the locations is available upon request. The proposed project is consistent with the applicable policies found in the New York State’s Coastal Management Program and the LWRP areas. The project is federally funded through the Federal Highway Administration. No federal permits are required. The project is being progressed as a NEPA Class II action and SEQRA Type II action in accordance with the Department’s implementing the regulations of SEQR (17 NYCRR Part 15). Based on the above and enclosed information, we respectfully request that NYSDOS render a general concurrence decision regarding the release of federal funding in support of the project.
