Dear Mr. Healy:
As requested, D&B Engineers and Architects, D.P.C. (D&B) is pleased to submit this amendment to
our original January 23, 2023 proposal for the above-referenced project. This amendment has been
prepared to address the additional scope of work associated with providing design services for the area
along the Brook Street corridor as part of the Phased Stormwater Management Plan (Drainage Study)
for the Incorporated Village of Croton-on-Hudson.
The scope and fee presented herein are based on the additional services required to complete the design
and related engineering efforts.
SCOPE OF WORK
Project Understanding
Over the years, the Hudson River and Croton River watershed areas have experienced increasing
development, resulting in heightened concerns regarding stormwater runoff and its impacts on the
various drainage basins throughout the Village. In response to these concerns, D&B previously updated
the Village’s Drainage Study, which established a planning framework for the development of a
comprehensive stormwater management plan. The study included conceptual improvement
alternatives and associated construction cost estimates.
Based on the findings of the study, the Village has requested that D&B provide engineering design
services to advance the selected conceptual improvements within the Brook Street Drainage Basin into
final design and bidding documents.
To address the Village’s objectives, this scope of work includes a series of tasks and activities
necessary to update the Brook Street Drainage Basin analysis and develop the proposed improvements.
The update will reflect physical, hydraulic, and drainage-related changes that have occurred within the

watershed since completion of the original study and will provide the basis for the preparation of design
and bid-ready contract documents.
The scope of services to be performed by D&B includes the following tasks:
Review and evaluate available drainage, mapping, utility, and other pertinent information
related to the Brook Street Drainage Basin and finalize the selected conceptual improvement
alternative for advancement into design.
Perform a topographic and utility survey of the project area to support engineering design and
document preparation.
Provide geotechnical investigation services, including the completion of three (3) soil borings,
and incorporate the findings into the design process.
Prepare engineering design drawings, technical specifications, and associated contract
documents suitable for public bidding and construction.
Develop an opinion of probable construction cost based on the completed design documents.
Existing Conditions Evaluation and Conceptual Design
This task will involve reviewing and comparing the mapping previously prepared by D&B for the
Brook Street Drainage Basin with available mapping and record information identifying improvements
and site modifications that have occurred since completion of the original drainage study. Field
reconnaissance and site inspections will be conducted to verify existing conditions and assess changes
within the drainage basin. Available mapping will be updated and refined as necessary to develop an
accurate representation of current conditions, which will serve as the basis for subsequent engineering
analysis and design.
Topographic and Utility Survey
D&B will retain Terry Bergendorff Collins Land Surveying to perform a topographic and utility survey
of the project area. The survey limits will be established in coordination with the Village and will be
based on the selected drainage improvement concept to be advanced into final design. The survey will
provide the necessary existing condition information, including topographic features, utility
infrastructure, and other pertinent site characteristics, to support the preparation of design and contract
documents.
Geotechnical Investigation
D&B will retain Soil Mechanics Drilling Corp. to perform three (3) geotechnical borings at locations
to be determined during the design phase. Each boring will be advanced to a depth of approximately

20 feet or to refusal, whichever occurs first. Information obtained from the borings will be used to
characterize subsurface soil and rock conditions within the project area and support the engineering
design process. The geotechnical findings will also be utilized to estimate anticipated rock excavation
quantities for inclusion in the contract documents and the opinion of probable construction cost.
Detailed Design and Construction Documents
D&B will utilize the survey and geotechnical information gathered during the previous tasks to prepare
the engineering design for the proposed drainage improvements along the Brook Street Corridor.
Design services will include the preparation of construction drawings, technical specifications, and
supporting documentation necessary for public bidding.
D&B will also coordinate with the Village to assemble a complete set of contract documents utilizing
the Village’s standard front-end bidding and contract requirements. Design submissions will be
provided at the 30%, 60%, and 90% completion stages, as well as a final Bid Package submission.
Following each submission, D&B will review and incorporate the Village’s comments, as appropriate,
into the subsequent design phase.
This task includes attendance at and participation in up to three (3) design review meetings with Village
representatives to discuss project progress, review design developments, and obtain direction on key
project elements.
Construction Cost Estimate
D&B will prepare Opinions of Probable Construction Cost for the proposed drainage improvements at
both the 60% design phase and upon completion of the final (100%) bid documents. The estimates will
be based on the level of design development at each stage and will include anticipated construction
quantities, unit costs, and overall project costs. These estimates will be provided to assist the Village
in evaluating project budgeting and planning requirements as the design progresses.
Schedule
The survey, initial investigation and 30% design submission will be completed within 3 months from
the notice-to proceed and a final Design package (which reflects a 1-month Village review) will be
completed within 6 months of the notice.
FEE
D&B proposes to complete the tasks identified above for a lump sum fee of $90,500.
The proposed fee includes all services described herein, including the work of the subconsultants listed
below.

This fee assumes no permitting will be required for this work and all work will be constructed on
Village owned ROW. Should the final design result in a land disturbance exceeding one (1) acre,
preparation of a Stormwater Pollution Prevention Plan (SWPPP) and associated permit coverage may
be required. Such services are not included in this scope of work. If required, D&B can provide a
separate proposal for the preparation of the SWPPP and any associated permitting support services
upon request.
In addition, a separate proposal can be prepared upon the Village’s request for bidding assistance,
construction management services, construction inspection, and design services during construction
(DSDC).
