LOCAL LAW INTRODUCTORY NO. 14 OF 2021
A LOCAL LAW TO AMEND CHAPTER 160 OF THE CODE OF THE VILLAGE OF
CROTON-ON-HUDSON, NOISE, TO ESTABLISH REGULATIONS ON GAS-
POWERED LEAF BLOWERS
Be it enacted by the Board of Trustees of the Village of Croton-on-Hudson as follows:
Section 1: Subsection I of Section 160-4 of the Code of the Village of Croton-on-Hudson is hereby
amended to read as follows:
§ 160-4 Enumeration of prohibited noises.
I.
Notwithstanding the time constraints in Section H above, the operation of gas-
powered leaf blowers is prohibited between June 1 and August 31, 2022, as well as
January 1 and March 31, 2023, and every year thereafter. During the aforementioned
periods of each year, the Village Manager or his designee shall determine whether the
use of gas-powered leaf blowers by the general public after significant storm events or
other emergency circumstances shall be permitted for a period of time not to exceed
seven days. The provisions hereof shall not be deemed to prevent the use of gas-
powered leaf blowers on school district property at any time. Any violation issued
under this Subsection I shall be issued to the property owner or the owner of the
business undertaking the gas-powered leaf blowing operations, at the discretion of the
enforcement officer issuing the violation.

Properties in excess of 40,000 square feet in lot area shall be eligible to
apply for a permit for the operation of gas-powered leaf blowers, with
reasonable and appropriate conditions and/or limitations as determined by
the Village Manager or his designee. The permit shall be valid for a period
no less than one week and no longer than three months and the fee shall be
established by resolution of the Village Board of Trustees.
Section 2: The subsections of Section 160-4 which follow subsection I shall be re-lettered in
alphabetical order.
Section 3: Severability
If any section, subsection, clause, phrase or other portion of this Local Law is, for any reason,
declared invalid, in whole or in part, by any court, agency, commission, legislative body or other
authority of competent jurisdiction, such portion shall be deemed a separate distinct and
independent portion. Such declaration shall not affect the validity of the remaining portions
hereof, which other portions shall continue in full force and effect.
Section 4: Effective Date
This local law shall take effect immediately upon filing with the Secretary of State.
