Dear Manager Healy and Board of Trustees:
| have inherited the properties at 72 Thompson Ave. from my parents, Fred and Myrtle Sorenson’s
estate.
The parcel known as Tax Lot # 79.09-2-2 (Former tax lot #19-138-18) was purchased from the Village in
June 1971.
This triangular shaped piece of property is at the end of Thompson Ave. and abuts the PVC school
property. The property has an easement for water, storm and sanitary sewer lines.
It is not large enough to be considered a standard building lot.
There was a condition of sale that the property not be combined with the parcel abutting it.
1am asking that the Village remove that stipulation (see attached deed and other information) so the
parcel may be developed by combining the lot with a portion of the adjacent lot. The utilities would be
adjusted where necessary to allow for a structure at the owners expense.
While the sale of the developed property would have a benefit to myself it would also be a benefit to
the Village by increasing the tax revenue.
| have spoken with Dan O’Connor and he is aware of the project.

: Trustee Pantalone pointed out this would have to be put to a
ireferendun.
1 Village Manager Cameron related that the City of Newburgh has
fhad this treatment of its water for quite awhile and there has always
\been quite a bit of differences of opinions on the advantages of this
isystem. He stated there was material available from the State of
— York, Department of Hedth.
Trustee Pantalone noted this matter was something to be approached

Thank you for your letter of March 25th/advising me of the oppo-
sition of the Board of Trustees to any propgsed commuter tax.
As you may have seen in the press during the last few weeks, I
ave voiced my strong opposition to May Lindsay's proposal to impose
ommuter taxes for the City of New York,
I do appreciate knowing that the point of view of the Board of '
rustees of the Village of Croton-on-Hudson and mine coincide on this |
ery important subject. ;

Mr. Cameron reported to the Board that Mr. Tully, Village Engineer
da brought to his office this day a print of the area surveyed by
r. Slater, a 5 acre triangle north to the Hudson River bank on the
oop property. If the Village/could acquire this property it would
e@ anew access to Senasqua Park area. Being the Village has no funds
— tor this type of purchase, Mr. Cameron suggested, the Boadd might
want to approach Penn Central to acquire this property as settlement i
p their tax bill.
Mayor keilerhouse noted this was the property which Novo had pro- i
ised financial assistance to the Village to obtain but due to the
roblems encountered by/Novo.on Penn Central's building the road and .
he enzyme problem which has put Novo in a slump, it seem unlikely
t this time. Névertheless he stated, he would like to see this added
o our riverfront property.
There was a discussion of the M.T.A. take over possibly of this
roperty too. / '
Trustee Hampton suggested that Penn Central be approached in
etting them know of the Village's interest in this property due
o the previous’ interest in Novo, After furtherdscussion on this
atter, it was’ decided to call Mr. Nidols of the Real Estete De-
artment of Pénn Central and ask that he or his representative make
rrangements/to talk to the Board about this matter.

Mr. Cameron reported having received from the State of New York

my property on one side, and tle PVC School property on the other. |
The Village property is used as a right of way for water, sterm and
isanitary sewer lines serving this area.
I am interested in purchasing, this property from the Village.
‘While I realize that the property is not of aufficient size, as is, }
‘to build a home on, if combined with a part of one of my lots it |

Mr. Cameron related he had asked Mr. Tully to prepare a list of j

| {small pieces of property owned by the Village. Also, Trustee Panta- '
‘lone has solicited the opinions of the Recreation Commission, the é
Planning Board and the Cortlandt Conservation Advisory Council on ;
two lots on Nordica Drive. These lots were obtained by the Village :;
some years ago for storm sewer requirements but there is no resson }
} to hold them now. Particularly, Mr. Cameron pointed out, with the j
| Ossining Saniaary District Sewer tax being imposed now the Village ‘
| ; has to pay that tax on all Village held property. We would save
| money to dispose of these small pieces of property if possible, ;

| | Engineer Tully raised a question as to the lot being allowed for |
' a building referring to Mr. Sorenson's request. He stated he would
ft hesitate to recommend the Board sell this property with a building |
| permit in mind as part of the condition of sale. The sale he
| thought should be "as is, where is," Selling this lot as a future j
| building lot would be setting a dangerous precedent and legal i
| | entanglements, Mr. Tully warned. {
| i There was further discussion of the sale of this lot - Trustee {
| | Ryder mentioned that any conditions which might be made on the sale |
of this lot would be the Board's conditions.

‘VILLAGE PROPERTY SALE
Village Manager Cameron announced that the Village is dis-
posing of various parcels of real estate deemed to be "surplus"
| at public sale through sealed bids this evening as notice published
{ in the CROTON CORTLANDT NEWS issue of June 17, 1971. He noted that om
all sales are subject to the listed "terms of sale" and minimum —
-“upset prices”.
Mayor Kellerhouse then called for any more bids to be
presented and as there were none, declared the time for accepting
bids is closed.

i Mr. Frank Campbell of Cook Lane requested to be heard be-
| fore the bids were opened. He related the history of the parcel
'on cook Lane which had been turned over to the Village by the
j;developer of that Riverbank Homes in that area. He noted there
|was a sewer running directly into the lot and it was confirmed
that this was not a building lot. Mr. Campbell related that child-
| ren use the lot for play and he has kept it trimmed and clean over
| these past years as it adjoins his property. He stated he had bid
| on it but did not want it,
There followed considerable discussion on this particular
| lot. Mayor Kellerhouse and Village Manager Cameron both pointed
| out that all the conditions of sale had been noted in the notice
| published in the newspaper and pointed out that there was but one
parcel in the five listed that was a permitted building lot. Mr.
| ‘Cameron pointed out that besides t he public notice in the news-
| ‘paper, special notices had been sent to the adjoining property
‘owners of each of the lots listed forsale. According to law this was =
,hot a requirement but was done out of a sense of fairness.
Village Attorney Manes pointed out to the Board that it was ‘
not obligated to accept any bid.
Mr. Ernest Frutiger, Chairman of Recreation Committee, con-
firmed the facts about this particular lot stating it was "noting
but a rock pile" with an easement through it and the Recreation ;
Commission had recommended it be sold two or three years ago as
it was not suitable for playground. This lot, he stated, could
be of no use to the Village except for “open area".
Village Manager Cameron mentioned the main reason for
sale of parcels is to get relief from a tax problem created by the

| Trustee Ryder felt that if the young people in the area
were utilizing this property for a play area, he would suggest
this be held in abeyance as it may be worth holding on to. He would
like to see this reviewed, he stated.
| Trustee Hampton stated all these parcels had been reviewed
sufficiently and althoug this particular lot is possibly being
| used by kids who would use any vacant lot. He felt that Mr. :
Campbell had taken care of this lot for a long time and he hoped
he would acquire it. He agreed with Mr.Frutiger it was nothing ~
but a "rock pile” and felt the Board should go ahead with receiving
~ ‘the bids.

\ Trustee Darden asked Mr. Campbell if he would continue to
\ allow the kids to play there and let it remain as it?
\ ; Mr. Campbell answered yes, that he had put all that in the
{ |letter which included his bid.

\ After inquiring of Village Attorney ManeSEhRC™ Village
| j|eould accept a bid due to certain circumstances even though it
| jmight be lower than others received, and the asnwer of Village
| {Attorney Manes which stated the Board could accept: whatever bid they
| |€elt was fair and most desirable for the best interests of the
| ‘Village. Village Manager Cameron read the particulars of the
| notice of public sale which had been published in the CROTON
| ‘CORTLANDT NEWS that "the Village of Croton on Hudson, New York
| |reserves the right to waive any informalities in bidding pro-
| ‘cedures; to reject any or all bids deemed not in the best inter-,
| ests of the village."
| : Mr. Cameron also noted there was no legal responsibility |
| | to advertise for the sale of these parcels and the Village need |
| inot accept any bid.
_ | : Mayor Kellerhouse stated he would like to go along with

- | Trustee Ryder stated if he had known this particular parcel
| |was being used for a play area he would not have proposed it for
| sale.
i | Mr. Nestle stated how about insurance on this area if it is
| {used by children for a play area - it would be the Village's
| | responsibility. He hoped the Village would sell the property in;
| , the best interests of the Village.
After lengthy discussionon this topic, Trustee Hampton
suggested the Board go ahead with the sale.
