2022 Resurfacing Program
The Village of Croton-on-Hudson owns and maintains approximately 60 lane-miles of roadway. Annually, the
Village treats or resurfaces sections of its inventory as part of the roadway maintenance program.
Areas to be treated are chosen by the condition and age of the roadway, traffic volume, upcoming utility
projects, location, and budget. Since roadway conditions can change rapidly, a re-assessment of the resurfacing
list is performed each year following the winter season.
On July 14, 2022, the Village of Croton-on-Hudson advertised for invitations to bid on the Street Resurfacing
Program (Bid # 02-2022). On August 9, 2022, six bids were received and publicly read. The following results
were returned:

The lowest responsible bid was submitted by ELQ Industries, 567 5th Ave, New Rochelle, NY 10801.
Since a work history does not exist with the Village, staff has contacted the references given as part of
the bid packet. All references had positive feedback regarding their past projects.
Considering the proposal submitted, and the references that have been checked, I recommend approving
ELQ Industries proposal for the Street Resurfacing Program project in the amount of $448,737.50. If
approved, this project will be funded through the New York State Department of Transportation
Consolidated Local Street and Highway Improvement Program (CHIPS).
