To: From: CC: Date: August 31, 2026 Re: 2026 Resurfacing Program The Village of Croton-on-Hudson owns and maintains approximately 60 lane-miles of roadway. Annually, the Village treats or resurfaces sections of its inventory as part of the roadway maintenance program. Areas to be treated are chosen by the condition and age of the roadway, traffic volume, upcoming utility projects, location, and budget. Since roadway conditions can change rapidly, a re-assessment of the resurfacing list is performed each year following the winter season. On August 6, 2026, the Village of Croton-on-Hudson advertised for invitations to bid on the Street Resurfacing Program (Bid # 09-2026). On August 27, 2026, six bids were received and publicly read. The following results were returned: Bid Results: Bidder Bid Amount 1. Montesano $868,066.00 2. Laura Li Industries $797,470.00 3. Pat Paving $826,236.00 4. Shawn’s Lawns, Inc. $824,330.00 5. ELQ Industries $893,116.00 6. Louis Rinaldi Inc. $790,900.00 The lowest responsible bid was submitted by Louis Rinaldi Inc., 1A Croton Dam Rod, Ossining, NY 10562. The Village has worked with Louis Rinaldi Inc. in the past, and has always had a very positive experience with their projects. I recommend approving Louis Rinaldi Inc.’s proposal for the Street Resurfacing Program project in the amount of $790,900.00. If approved, this project will be funded through the New York State Department of Transportation Consolidated Local Street and Highway Improvement Program (CHIPS), as well as additional funding approved as part of this year’s Capital Funding budget.
