Rye High School, Rye, NY — No. 57 in New York State, No. 5,027 Nationally NYSED College Board Brief College Board Request and NYSED Review Earlier this year, College Board asked NYSED to authorize the use of AP data for U.S. News & World Report’s school rankings. Similar requests are made only periodically; College Board indicated that the last such request occurred several years ago. Rather than simply deny the request, Department staff explored whether U.S. News could obtain what it needed from information NYSED already makes publicly available. Our public website contains extensive AP participation data reported at the state, district, and school levels. We specifically asked College Board whether those public data could meet U.S. News & World Report’s needs. College Board told us they could not. According to College Board, U.S. News uses a separate College Board cohort data file, which College Board characterized as a completely different data set and one that it would share only with permission from NYSED. That distinction was important. This was no longer simply a question about using publicly available aggregate information. NYSED was being asked to affirmatively authorize a third party to provide a separate student- related data set to a commercial media organization for incorporation into its proprietary ranking methodology.
