New Business Subject 3.1 Ad Hoc Committee on Technology Resolution Type Action, Report Recommended Action RESOLVED: That the Board of Education hereby approves the resolution presented by the Ad Hoc Committee on Technology. WHEREAS, at the June 11, 2026 Business Meeting, the Croton-Harmon Board of Education established an Ad Hoc Committee on Technology and charged it with determining, through engagement with the community, the scope and charge of a community advisory committee on technology and reporting its recommendations to the Board no later than September 3, 2026; and WHEREAS, the Ad Hoc Committee solicited community input through a District-wide survey and community listening sessions and consulted with District administration regarding the issues and priorities that should inform the work of the community advisory committee; and WHEREAS, the feedback received through the community engagement reflected interest in the developmental appropriateness of technology use, student learning and instructional effectiveness, screen use and student well-being, artificial intelligence, data privacy and security, and responsible technology use; NOW, THEREFORE, BE IT RESOLVED, that the Croton-Harmon Board of Education hereby establishes a Community Advisory Committee on Technology pursuant to Board Policy 2260 to examine and provide advice regarding the District's use of technology and develop recommendations to the Board of Education and Superintendent of Schools on how technology should be used to best support student learning. The Committee shall serve in an advisory capacity and shall have no authority to establish District policy, direct District personnel, or make operational decisions on behalf of the District or Board. Charge The Community Advisory Committee on Technology shall develop recommendations in the following areas: 1. Grade-Band Guidelines Develop recommended guidelines and expectations for appropriate technology use at the elementary, middle, and high school levels, taking into consideration students' developmental needs, instructional objectives, screen exposure, digital literacy, artificial intelligence, student data privacy, and the balance between digital and non-digital learning experiences.   2. Instruction and Student Learning Examine when and how technology improves instruction, academic rigor, and student learning and develop criteria for evaluating whether particular uses of technology provide meaningful educational value compared to available alternatives. The Committee should consider how the District can evaluate the effectiveness of instructional technology using evidence aligned with the intended learning objectives and distinguish student engagement from demonstrated student learning. The Committee should also consider whether the educational benefits of a technology justify the collection of student data required to use it, and whether less data-intensive alternatives could achieve the same instructional purpose. 3. Responsible Use and Student Safeguards Develop recommendations regarding responsible technology use and appropriate guardrails, including student well-being and the social, emotional, developmental, and physical effects of technology use; artificial intelligence; academic integrity; responsible AI literacy; and student data privacy and security. Recommendations should also address minimizing students’ digital footprints and ensuring transparency and accountability regarding the collection, use, sharing, and retention of student data. The Committee should also make recommendations for increasing students’, teachers’, and staff members’ understanding of technology, including digital platforms, algorithms, artificial intelligence, data collection, privacy practices, and online systems. These recommendations should promote the ability to critically evaluate technology, understand its benefits, risks, and limitations, and make informed decisions about when and how it should be used.   Membership The Community Advisory Committee shall include representation from parents, students, teachers, administrators, and community members with relevant expertise.  The Board shall appoint six members from the community following an application and selection process designed to provide representation across the District's schools and grade levels and a diversity of relevant experiences and perspectives.  Up to three members of the Board of Education shall serve as liaisons to the Committee. The Superintendent shall recommend teacher and administrator representatives and identify student representatives for appointment by the Board, with representation across the District’s schools and grade levels as appropriate. Timeline and Reporting The Board liaisons, in coordination with the Superintendent or designee, shall complete the application and candidate review process, and recommend candidates for appointment to the Committee by the Board at its October 10, 2026 meeting.  The Community Advisory Committee shall convene and begin its substantive work no later than October 26, 2026.  To the extent practicable, the Committee is encouraged to share any emerging findings or considerations in advance of the District’s budget development process.  A final written report and recommendations shall be presented to the Board no later than June 10, 2027. Term The Committee shall serve through the presentation of its final report and shall dissolve upon completion of its charge unless reauthorized by the Board of Education.
