To: From: Date: November 10, 2025 Re: Existing IMAs for Shared Services The Village of Croton-on-Hudson has been a proponent of shared services through the use of intermunicipal agreements (IMAs) with local agencies. These IMAs formalize practices that have usually existed for years, if not decades, so that future administrations and board members have access to that information. Additionally, they provide a framework to indemnify both parties, and spell out costs/fees, if any. Some of the existing IMAs that we have currently in effect: - Village of Buchanan: we provide dog control services to Buchanan for an annual fee of $1,200. - Town of Cortlandt: we provide fire protection and EMS services to the Mount Airy- Quaker Bridge Fire District for set amounts (change annually based on the adopted budgets) and we have a cannabis tax sharing agreement if a dispensary was to open in the Village in the future. - Town of Ossining: we provide snow removal and electrical maintenance to the portion of the Crossining walkway located in Ossining for an annual fee of $4,181. - Croton Free Library: we recently formalized our relationship with the library to cover snow removal operations in their parking lot, needed sewer maintenance/street sweeping and the use of facilities. The library reimburses the village for non-routine labor costs. - Croton-Harmon Union-Free School District: we allow the school district use of Firefighters Field for girls’ softball. They have purchased items for the field, such as the infield tarp and scoreboard, and assist with maintenance during their season (March 1 to June 30). - Mid-Hudson Ambulance District: we are provided EMTs to supplement the Croton EMS volunteers through the ambulance district, and pay a monthly amount for such service. - Westchester County: we have numerous IMAs with the county, which cover enhanced 911 service, the Employee Assistance Program, the police department’s use of the county firing range, the food scrap recycling program, access to online land records, mutual aid for fire and police, organic waste recycling, and youth employment. - NYS Dept. of Transportation: we provide snow removal services during the season along certain state roadways (Route 129/Maple Street and Albany Post Road/Riverside) and are reimbursed at set amounts.
