I have outlined below what I think is a comprehensive description of all the terms and conditions of employment that you enjoy as an employee with the District. After the fifth (5th) year (in the sixth year) of uninterrupted service in the district, 15 days of vacation will be granted with pay and for each year thereafter up to ten (10) years. After the tenth (10th) year (in the eleventh year) of uninterrupted service in the district, twenty (20) days of vacation with pay will be granted and for each year thereafter up to fifteen (15) years. After the fifteenth (15th) year (in the sixteenth year) of uninterrupted service in the district, twenty-two (22) days of vacation will be granted and for each year thereafter. After completing one (1) year of service, this employee may carry over two (2) unused vacation days to the next year (non-cumulative). Leaves: Sick Leave – The Secretary to the Superintendent of Schools shall have 18 days of sick leave per year with 260 days of accumulation. Additional sick leave without loss of pay may be granted at the discretion of the Board of Education. Family Illness – In case of sickness in the immediate family, at the discretion of the Superintendent of Schools, the Secretary to the Superintendent of Schools may be allowed five days leave to be deducted from cumulative sick leave. Personal Leave – Five days of personal leave per year shall be granted without salary deduction in order for the Secretary to the Superintendent of Schools to meet personal obligations. Unused personal leave days, up to two will be added to sick leave credits. Leave of Absence – The Secretary to the Superintendent of Schools may request a leave of absence without pay. It is understood that such leave approval is at the discretion of the Superintendent of Schools. Bereavement – Bereavement leave for immediate family shall be five (5) days and in extenuating circumstances, extended as approved by the Superintendent of Schools. Immediate family shall be defined as children of employees, parents, husband, wife, sisters, brothers, or a permanent member of the employee’s household. A period not to exceed three (3) days shall be granted to an employee whose absence is caused by the death of a relative other than the immediate family, i.e., an aunt, uncle, niece, nephew, sister-in-law, brother-in-law, parent-in-law, grandparent and first cousin. Jury Duty – The Secretary to the Superintendent of Schools shall be granted a leave without salary deduction when necessary for serving on jury duty. During this period of time, the Secretary to the Superintendent of Schools shall receive her regular daily salary. She will remit directly to the Board of Education the daily fee received for each day’s jury service (not expense reimbursement) at the conclusion of all service. Professional Leave - Leave shall be granted without loss of pay or leave time for attendance at approved professional meetings, conferences, and workshops approved by the Superintendent of Schools for professional improvement. Emergency Closing Days - At the discretion of the Superintendent, you may be asked to make up excess Emergency Closing Days. Benefits: ​ Health Insurance - The Secretary to the Superintendent of Schools will be eligible for health insurance with the Croton-Harmon School District. The contribution for health insurance will be 14% effective July 1 through June 30. Dental Insurance – The district shall provide at no cost to the Secretary to the Superintendent of Schools the CSEA family Dutchess Dental Plan. Optical Insurance – The district will provide at no cost to the Secretary to the Superintendent of Schools the CSEA family Gold Optical Plan. Life Insurance – The district will provide life insurance in the amount of $25,000 for the Secretary to the Superintendent of Schools. Disability Insurance – The Board will also provide disability insurance for the Secretary to the Superintendent of Schools as now covered through the policy of the Administrative unit. The Secretary to the Superintendent of Schools will receive a statement from the Business Office if there is a change in the plan. 125 Plan – The Secretary to the Superintendent of Schools will receive $300 for the purchase of additional benefits through the district’s 125 plan. Tuition Reimbursement – The district encourages participation in continued learning. The district will provide the Secretary to the Superintendent of Schools, with prior approval from the Assistant Superintendent, reimbursement for courses taken that are relevant to her position. Tax Sheltered Annuities - The Croton-Harmon School District uses OMNI to administer the tax sheltered annuities. The district reserves the right to limit the number of eligible companies to which the staff member can make contributions and will make every effort to maintain the current list of eligible accounts. ​ Retirement Benefits:​ Health Insurance – If the Secretary to the Superintendent of Schools retires from the district into the New York State Retirement System, they will have the opportunity to participate in the health insurance program during retirement as offered by the Board of Education.​ ​ If the retiree accepts an individual plan, the Board will contribute to the premium as follows:​ ​ After the completion of 8 years of service in the district, 70% of the individual premium;​ After the completion of 10 years of service in the district, 80% of the individual premium. If the retiree chooses family coverage, the premium differential above and beyond the individual plan will be as follows: 35% by the Board of Education; 65% by the Retiree To be eligible for retiree health coverage, the Secretary to the Superintendent will give advance written notice to the Superintendent of Schools of her intention to retire by January 1 of a given year for a June 30 retirement (6 months’ notice). This will include Medicare Part B premium reimbursement at the standard base rate only when she becomes qualified. The provisions of the minimum of eight years of service in the district and advanced written notice may be waived upon permission of the Superintendent of Schools if the employee has a serious illness or other unavoidable personal circumstances.​ Retirement – Non-Contributory 20 Year Career Plan – The Secretary to the Superintendent of Schools will be covered by section 75-1 of the New York State Employees Retirement System. Unused Sick Leave – Upon retirement into the New York State and Local Employees’ Retirement System (NYSERS), the employee may apply up to 165 days of unused, accumulated sick leave as additional service credit, in accordance with Section 41-j of the Retirement and Social Security Law, provided the leave was earned and properly documented. This credit will be applied on a calendar day basis and is available only if the employee retires directly from active service with the District. No cash payment will be made for days applied toward service credit under this provision. Payment for Accumulated Sick Days – The district shall pay for each accumulated sick day beyond 100 and up to a maximum of 145 at the rate of $60 per day to the Secretary to the Superintendent of Schools at the time of her retirement into the New York State Employees Retirement System. Salary – The Secretary to the Superintendent of Schools’ progress will be evaluated on a yearly basis and the salary established annually. The salary for 2026-2027 will be $93,862, which includes a longevity of $2,200 ($800+$700+$700 based on 21 years of service in the district). Longevity increments will become part of the annual base salary for the following year and are cumulative. Longevity – Longevity increments based on years of service in the District shall be:​ Effective 7/1/17​ ​ After 9 Years​ ​ $800​ After 14 Years​​ $700​ After 19 Years​​ $700​ After 24 Years​​ $800 The longevity increment will become part of the annual salary for the following year, and are cumulative. Legal Counsel - In addition to those rights provided by law, the Board agrees to provide legal counsel and to indemnify the Secretary to the Superintendent of Schools against all uninsured financial loss arising out of any claim, demand, suit, or judgment by reason of alleged negligence or other conduct resulting in bodily or other injury to any person, or damage to the property of any person committed while the Secretary to the Superintendent of Schools is acting in the performance of her duties within the scope of her employment, or under the direction of the Board, consistent with and subject to the provisions of Board Policy 9110. This obligation shall supplement and be in addition to any rights which the Secretary to the Superintendent of Schools may have arising under the laws of the State of New York, including, but not limited to, Education Law 3023, 3028, 3811, 3813, and Article 18 of the Public Officers Law. Review of Personnel History Folder – The Secretary to the Superintendent of Schools shall have the opportunity to review her personnel history folder upon request. Material descriptive of the Secretary to the Superintendent of Schools’ conduct, service, character or personality shall not be placed in the personnel file unless she has had an opportunity to review the material. The Secretary to the Superintendent of Schools shall acknowledge that she has had an opportunity to review such material by affixing her signature to the copy to be filed with the express understanding that such signature in no way indicates agreement with the contents thereof. The Secretary to the Superintendent of Schools will also have the right to submit a written statement with respect to such material and such statement shall be reviewed with the Superintendent of Schools and attached to the School District file.
