Methodology for Estimating Annual Tree Benefit Value
As part of the permit application for the Quaker Bridge replacement, we evaluated the annual environmental
and economic benefits of 57 trees proposed for removal on Village property.
Using the National Tree Benefit Calculator from the Arbor Day Foundation, we entered each tree’s species,
diameter, and land use classification (“Park or other vacant land”). The total estimated annual benefit of these
trees is $3,940 within the 10520 zip code. Only trees within the Village boundary were included.
To offset this impact, we are proposing to provide 79 new trees and 164 live stakes, with a total
estimated annual benefit of $4,140, calculated using the same methodology.

NYSDOS POLICY EXPLANATIONS
C.2(g). Structures, sites or districts of historic, archeological or cultural significance to the State or
Nation.
One historic property, eligible for inclusion in, or listed on, the State or National Register of
Historic Places, has been identified within the project’s area of potential effect on OPRHP’s
CRIS. The property includes the Quaker Road Bridge (BIN 3348560, USN # 11902.000021).
The project area and surrounding areas are located within an archaeologically sensitive area.
Additionally, according to the Full Environmental Assessment Form (EAF) the project is
within the vicinity of the Croton Aqueduct and the project area is also within the Critical
Environmental Area, County and State Parks Lands in Westchester County for exceptional or
unique character. A crossing has been present at the project location since at least 1892.
Hartgen Archeological Associates, Inc. conducted a study that identified the bridge as
architecturally significant, recognizing it as a rare and outstanding example of a late
nineteenth-century Pratt Truss bridge. Constructed in 1894 by the New York City firm Dean
and Westbrook, the bridge retains an exceptional degree of historical integrity. Originally built
as part of the Croton Turnpike Company's 1807 initiative to construct roads and bridges, the
Quaker Bridge Road Bridge stands out as the earliest example of its kind in Westchester
County.
While its original structure dates to 1894, the bridge underwent several modifications over
time. In 1938, the original guard rails were replaced, and in 1977, further alterations
introduced corrugated beam style railings. A comprehensive rehabilitation in 2009 included
painting, repairs to the wing walls and abutments, structural improvements, and other minor
replacements.
The majority of project work will occur within the existing bridge and right-of-way. A total of
5418 SF of temporary easements will be required for access and removal of the existing
structure and 1440 SF of fee acquisitions for the new structure construction. The project has
been submitted to OPRHP for a finding of effect and they have requested that a Memorandum
of Understanding be submitted for their review and concurrence for the removal of the existing
bridge.

C. 3(a). Physical alteration of land along the shoreline, land under water or coastal waters?
The project area is located along the banks and within the Croton River. The project proposes
the removal of 76 trees in the project area and impacts below the ordinary high water of the
Croton River. These impacts include 550 CY of stone fill placed within 2,290 SF. In total, 250
LF of the river will be impacted. Over 100 trees are proposed to be placed in the project area
as mitigation, including live stakes of Black Willow along the banks. In addition, stone slope
protection will be utilized to prevent erosion.
C. 3(h). Development within a designated flood or erosion hazard area.
The project area is located within the regulatory floodway, the 100-year floodplain and the 500-
year floodplain of the Croton River per the Federal Emergency Management Agency (FEMA)
Flood Insurance Rate Map (FIRM) in Westchester County, New York, Panel 36119C0128F
dated 09/28/2007. This project is a functionally dependent use of the floodplain as it must occur
in close proximity to water since it is a road crossing over the Croton River. A hydraulic
analysis has determined that the proposed action will have no impact to the 50- and 100-year
storm event water surface elevations of the Croton River.

Regarding the Village of Croton-on-Hudson Wetlands Findings Statement, per Village
Code 227:
1) Whether the proposed activity is consistent with the findings and intent of this
chapter as set forth in §§ 227-1 and 227-2 hereof.
Yes, the proposed project is consistent with the findings and intent of 227-1 and 227-2.
2) Whether the proposed activity will have an environmental impact and the extent of
that impact.
The project proposes the removal of 76 trees in the project area (including 57 within
the Village of Croton-on-Hudson) and impacts below the ordinary high water of the
Croton River. These impacts include 550 CY of stone fill placed within 2,290 SF. In
total, 250 LF of the river will be impacted. 100 trees are proposed to be placed in the
project area as mitigation.
3) Whether there are possible or practicable alternatives to the proposed activity.
The only other project alternative is to leave the bridge as is. This alternative would
not replace the existing bridge and the crossing would remain closed. The
rehabilitation alternative was deemed unfeasible due to the poor condition of the
existing bridge and severe geometric restrictions of the bridge configuration
(substandard bridge width and vertical clearance).
4) Whether the proposed activity will have a deleterious effect on the health, safety or
welfare of the residents of the Village or its neighboring communities.

5) Whether the proposed activity will have adequate safeguards for the protection and
preservation of the environment and the wetlands, and for the natural functions of
and benefits derived from such areas.
No wetlands are located in the project area. Safeguards for work within the river
include erosion and sediment controls such as silt fence, matting, turbidity curtains
and coffer dams. Additionally, the construction activities will be governed by NYSDOT
Standard Specifications, which have strict requirements for the use of specific
materials and construction methods deemed safe by the Department of
Transportation. The County will have two full-time inspectors on-site during
construction to ensure the contractor abides by all NYSDOT specifications,
environmental permits, and contract documents.
6) Whether the proposed activity will have adequate safeguards employing the best
available technology to protect the surface water and groundwater supplies of the
Village from drought, pollution, overuse and other forms of misuse.
Yes, safeguards for work within the river include erosion and sediment controls such as
silt fence, matting, turbidity curtains and coffer dams. Additionally, the construction
activities will be governed by NYSDOT Standard Specifications, which have strict
requirements for the use of specific materials and construction methods deemed safe

enumerated in §§ 227-1 and 227-2 hereof; and is the best practicable alternative
available for accomplishing the proposed action.
Yes, the proposed project was designed to minimize clearing to the maximum extent
practicable. Erosion and sediment controls will be in place prior to any ground
disturbance. Other than leaving the existing bridge which would remain closed, there
is no other alternative to constructing a new bridge.
8) Whether there is a practicable alternative site for the proposed activity in another
area of the subject property that is not a wetland.
Impacts to wetlands are not proposed. The proposed project is a bridge crossing over
the Croton River. There is no alternative to crossing the river, other than the
alternative that is proposed.

1) All construction activities (as defined by the agency having approving jurisdiction)
that involve soil disturbances greater than 5,000 square feet shall comply with the
latest edition of the New York State Department of Environmental Conservation
(NYSDEC) Stormwater Manual. All construction activities shall be required to meet
the standards set forth in the SPDES General Permit for construction activities that
involve soil disturbances greater than 5,000 square feet and all stormwater pollution
prevention plans shall meet water quantity and quality controls for all new
impervious surfaces as outlined below.
A SWPPP is being prepared for the proposed project in compliance with GP-0-25-001.
2) Any new construction activity which creates new impervious surfaces greater than
5,000 square feet shall be treated for water quality volume (WQv), peak flows (cfs)
and volume (cf) as outlined in the New York State Department of Environmental
Conservation (NYSDEC) Stormwater Management Design Manual, latest edition, and
Chapter 196, Stormwater, Drainage, Erosion and Water Pollution Control, and include
enhanced requirements for pollutants of concern as outlined and incorporated in the
Stormwater Management Design Manual, latest edition.
Less than 5000 square feet of new impervious surface is being created by the proposed
project, however a SWPPP is being prepared for the proposed project in compliance
with GP-0-25-001 and the above listed manuals.
3) Low-impact development (LID) practices shall be provided to the extent feasible for

1) Development of wetlands, watercourses, water bodies and buffer areas are to be
avoided except where no reasonable alternative exists or where the applicant would
otherwise suffer undue hardship if a permit is not issued. In the event such
development is approved, impacts shall be minimized to the greatest extent
practicable, and a mitigation plan shall be prepared.
The project proposes 550 CY of stone fill placed within 2,290 SF below the ordinary
high water of the Croton River. In total, 250 LF of the river will be impacted. These
are the minimum impacts required for construction access and bridge construction.
2) All applications for permits to disturb wetlands, watercourses, water bodies and
buffer areas in the Indian Brook-Croton Gorge Inter-Municipal Watershed Protection
Overlay District shall follow the requirements contained in Chapter 227, Wetlands, of
the Village of Croton-on-Hudson Village Code, unless a more stringent or restrictive
requirement is listed in this section.

3) As a condition of the granting of any wetland permit within the Indian Brook-Croton
Gorge Inter-Municipal Watershed Protection Overlay District, the approving
authority shall require that the applicant submit a mitigation plan per the
requirements listed in Chapter 227, Wetlands, of the Village of Croton-on-Hudson
Village Code.
No wetlands impacts are proposed. The project proposes the removal of 76 trees in
the project area (including 57 within the Village of Croton-on-Hudson) and impacts
below the ordinary high water of the Croton River. These impacts include 550 CY of
stone fill placed within 2,290 SF. In total, 250 LF of the river will be impacted.
Mitigation in the form of tree plantings is proposed.
4) Within the Indian Brook-Croton Gorge Inter-Municipal Watershed Protection Overlay
District, the applicant shall be required to create replacement wetlands or restore,
re-create or enhance existing wetlands equal to twice the area of wetland directly
impacted.

area as mitigation.

5) Buffers:
The project proposes the removal of 76 trees in the project area (including 57 within
the Village of Croton-on-Hudson). 100 trees are proposed to be placed in the project
area as mitigation. Additionally, steep slopes will be protected by rolled erosion control
matting and will be vegetated with NYSDOT roadside seed mix, and streambanks will
be protected from erosion by heavy stone fill and live stakes up to the 50-year storm
water surface elevation plus 1ft.
