Agenda preview: This article describes business scheduled for the October 29 Waterfront Advisory Committee meeting. The review and minutes approval discussed below have not yet taken place. Croton’s Waterfront Advisory Committee is scheduled to review a state highway pavement-marking proposal at 4 p.m. Thursday, October 29, in the Small Conference Room, according to the posted agenda. The trustees’ referral asks the committee to review the project’s consistency with the Local Waterfront Revitalization Program, the village’s waterfront policy framework. The proposal concerns the lines that define traffic lanes: the state Department of Transportation plans to reapply epoxy and pre-formed markings over existing markings on eligible state-maintained highways across seven Hudson Valley counties, including Westchester. Its stated aim is to restore reflectivity and keep lanes clearly defined. The packet’s August 17 transportation letter says: “All project activities will be limited to existing pavement.” It describes the project as federally funded and asks the Department of State for a general concurrence decision regarding release of that funding. The letter’s assertion that the work is consistent with coastal policies is the transportation department’s position. The packet’s October 9 Department of State memorandum explains that local comments will help the state decide whether the proposed action is consistent with approved waterfront programs. It requests: “We would appreciate hearing from you on this proposed project within 30 days.” The memo adds that no response would be treated as no objection. Thursday’s review is an opportunity for the committee to identify applicable policies or concerns; the agenda does not announce a completed consistency decision. The transportation packet includes location tables and maps. Its attached placement tables carry 2024 and 2025 labels, so those tables should not be read as an announced 2026 work schedule. An accompanying blank village consistency form sets out waterfront-policy questions; it is not a completed finding on this project. The only other substantive business listed is approval of draft October 6 committee minutes. Those minutes concern the earlier cannabis-zoning referral. They remain labeled DRAFT in this packet; approval is scheduled business for October 29, rather than an action already taken.
