He was released on his own recognizance.

Caller stated it is usually twice a day. When going northbound up the hill near Prospect Place, the vehicle accelerates and the muffler gets obnoxiously louder. Patrols were notified.

She called the number that was on the email (888-961-4988) which someone said was Morning Star. She knew it was a scam and has not had a financial loss at this time. She does have a PayPal account and the email had today's date with a transaction number to Trycome Exchange. Caller just wanted the incident documented.
