The Project is considered a New York State Department of Transportation (NYSDOT) activity that will be funded with Federal Community Project Funding (CPF). The Village of Croton-on-Hudson is the sponsor of this federally funded transportation project . The Project will involve the rehabilitation of a vehicular bridge that spans above the MTA Metro North Hudson Line, approximately 50 feet north of the Croton -Harmon Train Station, on Half Moon Bay Drive in the Village of Croton -on- Hudson, Town of Cortlandt, Westchester County, New York. Project location maps are included in Attachment A and Project plans are included in Attachment B. The Project will include: concrete deck and sidewalk replacement on the bridge, bridge rail and fence replacement, structural steel repair and recoating, substructure concrete repairs (minimal ground excavation is anticipated), new approach roadway slab, approach sid ewalk replacement, and final paving of the Project limits. Staged construction is anticipated and full road closure is not anticipated at this time. A minimum of one lane of vehicular access will be maintained to facilitate public access to Senasqua Park and adjacent waterfront access points. No right-of-way or property acquisition is anticipated. Based on a review of the New York State Coastal Atlas, the Project is located in the New York State Coastal Area and the Village of Croton-on-Hudson Local Waterfront Revitalization Program (LWRP) area. The Village of Croton-on- Hudson adopted its initial LWRP in 1992 to guide development within its waterfront revitalization area in a way that protects and preserves natural resources and enhances public enjoyment of the waterfront. The Project solely involves rehabilitation of an existing vehicular bridge and associated rehabilitation-related activities and will not impact coastal waters or coastal resources. The proposed work will provide the public with continued access to the waterfront via Half Moon Bay Drive . The Project is consistent with the policies set forth in the Village of Croton-on- Hudson LWRP and the New York State Coastal Management Program Coastal Policies and will completed in conformance with the V illage of Croton-on-Hudson LWRP and New York State Coastal Management Program Coastal Policies. This project is being processed as a SEQRA Type II Action in accordance with 6 NYCRR Part 617, in which the Village of Croton-on-Hudson will be the lead agency. Specifically, this action meets the description in 6 NYCRR Part 617.5 (2) “replacement, rehabilitation or reconstruction of a structure or facility, in kind, on the same site, including upgrading buildings to meet building, energy, or fire codes unless such action meets or exceeds any of the thresholds in section 617.4 of this Part.” Therefore, in accordance with the NYSDOT Trans portation Environmental Manual (TEM) Section 4.4.6 – Coastal Resources, a Coastal Assessment Form (CAF) is not required. Additionally, since the Project does not require federal permits, a Federal Coastal Assessment Form (FCAF) is not required.
