The proposal strikes me as unnecessary, onerous, and a burden to residents who currently park on the street with little trouble. I don’t notice any vehicles from non-residents parked for long periods of time. I don’t want to feel like I have to go through the village to park on my street nor have to do that should family be visiting. If there were a parking problem on the block I would probably think differently but there is not, so why create hoops for no reason? I live on Hastings Avenue, between Oneida and Crest, and this proposal would create an unnecessary burden for residents and does not address an actual problem in our neighborhood. Our street does not attract non-resident parking, nor does it experience congestion that would justify such a restrictive system. The requirement to obtain, track, and display permits— especially when managing multiple cars, occasional visitors, or temporary vehicles— introduces stress and inconvenience where none currently exists. In addition, our household has three cars, and the idea of limiting households to two permits is unreasonable and impractical. I would also like to address the Town’s reliance on survey results. I did not complete the survey, but that should not diminish the importance of genuine, firsthand feedback from those who live on the affected street and have not experienced parking issues. Many neighbors I’ve spoken with also oppose this plan, despite not filling out the survey, simply because parking has never been a problem here, and we did not expect such a proposal to be under consideration. Overall, this system feels like an unnecessary burden and a step toward privatizing public space. With already high property taxes, residents should not have to worry about whether they can park in front of their own homes, especially when parking currently functions well for residents without any added regulation. I respectfully urge the Board to reconsider implementing this system on a street where parking already works effectively without restrictions. Our vote is against this proposal. I have a few questions on the proposal: 1 What is the purpose of adding the parking permit on Hastings/Young Ave, what is the behavior you are trying to elicit or curtail?  What is the concern? 2 Is the purpose of adding the parking permits to raise money for the town? 3 Will this replace the winter pass for parking on the street? 4 If put into practice will the license plates be registered with the town (similar to parking at the train station)or will there be a sticker affixed to the vehicle window? 5 Large families/spouses/children etc…Is there a limit on passes purchased for a residence? 6 How will the 4 hour limit be enforced? (Chalking tires, constant patrol by traffic enforcement, more cars up/down a quiet street, some other way) 6B What is the penalty for violating the 4 hours limit? 7 Will simply moving the vehicle to the other side of the street start a new 4 hours? 8 Will the 4 hour limit not be enforced on holidays - if so what holidays or days Monday - Friday are outside the scope of the proposal? 9 Will the 4 hour limit be enforced during the Summer (non school months) when children are home from college etc?  What dates - when to when? 10 Can Croton residents from other streets park on Hastings/Young Ave for longer than 4 hours - guest visiting friends in town? 11 3 Days for care providers, contractors etc. seems like a money maker and nuisance to residents to have to go back to the town every 3 days for a temporary pass- can this be increased to 60 days or will a  pass be required for more than 3 days?  If the latter it appears to be a money generating proposal.
