ARTICLE I
General Provisions
§ 175-1. Compliance required.
It shall be unlawful for any person to do any plumbing work in the village otherwise than in compliance
with the terms and provisions of this chapter and the requirements of Article 9 of the State Uniform Fire
Prevention and Building Code applicable to plumbing (herein referred to as the "code").
ARTICLE II
Licensing of Plumbers
§ 175-2. License or certification required. [Amended 8-18-1997 by L.L. No. 4-1997]
No individual shall engage in the business of plumbing in the Village of Croton-on-Hudson unless licensed
as a master plumber by Westchester County or certified as a Journey Level Plumber by Westchester
County.
§ 175-3. Supervision of work. [Amended 8-18-1997 by L.L. No. 4-1997]
No individual, firm, partnership or corporation shall engage in the business of installing, repairing or
altering plumbing unless the plumbing work performed in the course of such business is under the
supervision of a licensed master plumber. All licensed master plumbers shall be held responsible for all
acts in connection with the business for which such license is given.

§ 175-12. Use of licensee's name by another.
No person who has obtained a plumber's license shall allow his name to be used by another person either
for the purpose of obtaining permits or for doing business or work under the license.

ARTICLE III
Plumbing Standards
§ 175-14. Code adopted.
The State Uniform Fire Prevention and Building Code (herein referred to as the "code") is hereby adopted
by and for the Village of Croton-on-Hudson and shall constitute a part of this chapter, and all installations,
repairs and alterations of plumbing in said village shall, from the effective date of this chapter, be
performed in accordance with its provisions.
§ 175-15. Official copies. [Amended 8-18-1997 by L.L. No. 4-1997]
Two copies of the State Fire Prevention and Building Code applicable to plumbing shall be kept on file by
the Village Plumbing Inspector for inspection by and use of the public and shall be marked with the words
"Village of Croton-on-Hudson — Official Copy." One additional copy of the code shall be maintained by
the Village Manager.
§ 175-16. Scope. [Amended 8-18-1997 by L.L. No. 4-1997]
The provisions of this chapter shall apply to and govern plumbing as defined in the code, including the
practice, materials and fixtures used in the installation, maintenance, extension and alteration of all piping,
fixtures, appliances and appurtenances in connection with any of the following:
A. Sanitary drainage facilities, the venting system and the public or private water supply system or
systems within or adjacent to any building or other structure or conveyance.
B. The sewer system of any premises to its connection with any point of public disposal or other
terminal. It is recognized that certain facilities in or adjacent to public streets are referred to in the
code of which only a portion may be under the owner or occupant of the building or premises to
which the code applies.
ARTICLE IV
Administration and Enforcement
§ 175-17. Appointment and duties of Plumbing Inspector.
The Village Engineer is hereby designated as the Plumbing Inspector. The duties of the Plumbing
Inspector, in addition to those prescribed by law and those which may be assigned or required by the
Board of Trustees, shall be to inspect the construction and alteration of all plumbing work performed in the
village, for the sole purpose of ascertaining whether such work complies with the provisions of this chapter
and the code adopted as a part hereof, and to keep a report in writing of the result of such inspections,
which reports and other records of the Plumbing Inspector shall be maintained in the office of the Building
Department.
§ 175-18. Inspections. [Amended 8-18-1997 by L.L. No. 4-1997]
The Plumbing Inspector or his/her assistant shall, as soon as practicable after receiving a request, make the
necessary inspections as required by this chapter and the code.

§ 175-20. Authority to enter premises. [Amended 8-18-1997 by L.L. No. 4-1997]
The Plumbing Inspector, or his/her assistant, in the discharge of his/her duties, shall have authority to enter
any building, structure or premises at any reasonable hour.

ARTICLE V
Plumbing Permits
§ 175-21. Permit required; application.
Before any plumbing work is started in a building or before any additions or alterations are made to old
work, an application on regular printed forms, properly filled out in ink and, except as provided in § 175-22
below, signed by a licensed master plumber, shall be filed in the office of the Plumbing Inspector, together
with plans and description in duplicate showing and describing the proposed work; except that where only
stoppages are removed or leaks repaired, or where plumbing fixtures are repaired or replaced without
altering or disturbing any drain, soil, waste or vent pipe, no application or permit will be required.
§ 175-22. Exception. [Amended 8-18-1997 by L.L. No. 4-1997]
Any permit required by this chapter may be issued to any person to do work regulated by this chapter or
the code in a building or premises of which he is an owner-occupant, including usual accessory buildings
and quarters in connection with such building. Such exception shall not apply to new installations and
plumbing in conjunction with new buildings and additions to existing buildings.
§ 175-23. Plumbing plans.
The plumbing plans referred to in § 175-23 above shall consist of such floor plans and sections as may be
necessary to show clearly all the work to be done, including all sewers, drains, soil, waste and vent pipe
lines, and the location of fixtures and their traps and connections. All plans shall be drawn to scale in ink
or may be the prints of such scale drawings.
§ 175-24. Approval of plans required.
No work shall proceed until the plumbing plans and specifications referred to in this article shall have been
approved in writing by the Plumbing Inspector.
§ 175-25. Changes in plans.
If a permit is denied, the applicant may submit revised plans and specifications without payment of
additional fee. If, in the course of the work, it is found necessary to make any change from the plans and
specifications on which a permit has been issued, amended plans and specifications shall be submitted, and
a supplementary permit, subject to the same conditions applicable to original application for permit, shall
be issued to cover the change.
§ 175-26. Expiration of approval.
Plans are approved upon the condition that such approval expires by its own limitation six months from
date of permit unless work under it is then in progress. If it is not begun under approved plans within that
time, such plans shall again be presented to the Plumbing Inspector for reconsideration.
§ 175-27. Plumbing permit fees. [Amended 8-18-1997 by L.L. No. 4-1997]
Fees for plumbing permits will be charged in accordance with the fee schedule established by the Village
Board of Trustees.65 Said fees are to be paid upon application for a plumbing permit.

ARTICLE VI
Violations and Penalties
§ 175-28. Notice of violation. [Amended 8-18-1997 by L.L. No. 8-18-1997 by L.L. No. 4-1997]
Whenever a person violates any rules and regulations for plumbing and drainage or deviates from the
approved plan or specification for plumbing and drainage filed with the Plumbing Inspector, the Plumbing
Inspector shall first serve notice of violation thereof upon the master plumber doing the work, or upon the
owner or occupant if § 175-2 of this chapter shall be applicable.
§ 175-29. Service of notice and removal of violation. [Amended 8-18-1997 by L.L. No. 4-1997]
Such notice may be served personally or by mail, and if by mail, it may be addressed to such master
plumber at the address registered by him with the Plumbing Inspector of the village. Notice to an owner
or occupant, if § 175-22 is applicable, may be served personally or by mail addressed to such owner or
occupant at the premises to which the permit relates. Unless the violation is removed within three days
after the day of personal service of such notice or within six days after the day of mailing, exclusive of the
day of serving or mailing, the Plumbing Inspector may proceed according to law. Any person performing
plumbing work regulated by this chapter who is not a licensed master plumber or certified journey level
plumber or who is not an owner or occupant, if § 175-22 is applicable, shall subject the owner or occupant
of the premises to the penalties prescribed by § 175-3 of this chapter.
§ 175-30. Penalties for offenses.
A. Any person violating any provisions of this chapter or of the code adopted as a part hereof shall be
liable to a penalty as provided in § 1-1 of Chapter 1, General Provisions. [Amended 5-7-1990 by

B. Any licensed master plumber or certified journey level plumber who violates any provisions of this
chapter or the code shall be subject to the penalties prescribed by Chapter 277, Article XV, of the
Westchester County Administrative Code regulating plumbing work in addition to the penalties
