Croton's Board of Trustees is scheduled to meet Wednesday, October 7, at 7 p.m. Its posted agenda and complete backup packet put a waterfront-review law, Half Moon Bay Bridge agreements and a proposed disabled-veterans tax exemption before the board.

Waterfront review rules could reach an adoption vote

The board is scheduled to consider Local Law Introductory No. 14 of 2026, after a public hearing on September 30. The bill would clarify how Village agencies review land-use proposals in the coastal zone for consistency with the Local Waterfront Revitalization Program. Under the draft's referral rule, an agency would send the coastal assessment form and other required materials to the Waterfront Advisory Committee within 10 days. The committee would generally have 30 days to return a written recommendation. The deciding agency would consider it, and if it disagreed with a finding of inconsistency, explain why in writing. Draft Resolution 248 combines a proposed waterfront-policy consistency finding, a proposed determination of no significant environmental impact under SEQRA, and adoption of the law. The draft law says it would take effect upon filing with the New York State Secretary of State if adopted. Neither the vote nor filing has occurred in this agenda preview. The packet also needs a chapter-number clarification: the posted agenda calls this a Chapter 230 change, the proposed law identifies Chapter 225, and the adoption clause in the draft resolution says Chapter 223. This preview describes the proposed waterfront-review rules without assuming which chapter number the board will finalize.

Two bridge agreements, with distinct funding resolutions

The trustees are also scheduled to consider two agreements with the New York State Department of Transportation for the Half Moon Bay Bridge reconstruction project. Draft Resolution 249 would authorize the Village Manager to execute a federal-aid agreement and make $1,526,316 available from a capital account for construction. Draft Resolution 250 concerns a supplemental agreement covering construction and inspection; it would appropriate $1.6 million, calculated in the draft as $2 million less $400,000 previously appropriated. The resolutions describe distinct funding arrangements and do not present a combined project total. Both drafts say the Village would pay eligible costs in the first instance and seek federal or state aid under the agreements. The board has not yet authorized either agreement through these proposed resolutions.

Disabled-veterans exemption hearing and budget items

On the consent agenda, Draft Resolution 245 would set a November 4, 7 p.m. public hearing on Local Law Introductory No. 17 of 2026. The proposal would fully exempt the primary residence of a qualifying veteran determined by the U.S. Department of Veterans Affairs to be permanently and totally disabled because of military service from the Village portion of property taxes. A Village memo says that, if adopted, the exemption would be available on the 2027 town assessment roll used for 2027–28 Village tax bills. Scheduling a hearing would not enact the exemption. Two more consent items would move $9,675.46 from contingency for Harmonic Landing installation costs at Croton Landing and allocate $20,306 in equipment-auction proceeds toward a Department of Public Works 4x4 pickup. Both require board action. The agenda calls the Harmonic Landing item an "interfund transfer," but the draft resolution shows a transfer from contingency to two parks accounts within the General Fund. The official notice lists public-comment opportunities for agenda and non-agenda items. It says written comments submitted through the Village's comment form by noon October 7 will be added to this meeting's record, except comments on personnel matters; later comments will be held for the next regular meeting.
